After the failure of the Wagner-Rogers bill (See URL
http://www.almanac.bc.ca/cgi-bin/ftp.pl?places/usa/conspiracy.001
for details), "The U.S. Treasury, which was in charge
of Foreign Funds Control, had been involved in various rescue plans.
Officials in the Treasury had, by the end of 1943, come to suspect
obstruction by the State Department in such attempts at rescue. After
one such particularly blatant instance, the Secretary of the
Treasury, Mr. Henry Morgenthau Jr., asked the Treasury's General
Counsel, Randolph Paul, to look into the matter and to provide him
with a report. Paul enlisted the help of his assistant General
Counsel, Josiah E. Du Bois Jr. As the task was both delicate and
complex, still another high ranking official was added to the team:
John Pehle of the Foreign Funds Division. Their findings were so
incriminating that Paul, a lawyer and the highest ranking legal
officer in the Treasury, must have read and studied the report more
than once before he put his signature on it. But he did.
The report is eighteen pages long. Prepared by three government
officials, all of them Protestants, it is titled REPORT TO THE
SECRETARY ON THE ACQUIESCENCE OF THE GOVERNMENT IN THE MURDER OF
JEWS. Its conclusions speak for themselves:
These State Department officials are guilty of the following:
1. They have not only failed to use the Governmental machinery at
their disposal to rescue Jews from Hitler, but they have even
gone so far as to use the government machinery to prevent the
rescue of these Jews.
2. They have not only failed to cooperate with private
organizations in the efforts of these organizations to work out
individual programs on their own, but have taken steps designed to
prevent these programs from being put into effect.
3. They have not only failed to facilitate the obtaining of
information concerning Hitler's plans to exterminate the Jews of
Europe, but in their official capacity have gone so far as to
surreptitiously attempt to stop the obtaining of information
concerning the murder of the Jewish population of Europe.
4. They have tried to cover up their guilt by:
a. concealment and misrepresentation.
b. the giving of false and misleading explanations
for their failures to act and their attempts to
prevent action; and
c. the issuance of false and misleading statements
concerning the 'action' which they have taken to date."
