         However, the government has until August 1997 to present its 
views and could agree on a compromise version. Another one or 
two years could pass before the referendum is actually held.  
         Swiss voters last December overwhelmingly approved new 
police powers to crack down on asylum-seekers and illegal 
foreigners.  
         In June, voters rejected a government proposal to make it 
easier for foreigners to buy property in Swizerland.  
         Official figures show 62.5 percent of non-Swiss residents 
come from western and southern Europe and another 21.9 percent
