MASERU (Reuters) - Botswanan soldiers and Lesotho police battled 
Wednesday to control bands of looters in the burned and lawless capital 
of Lesotho after heavy fighting overnight.

Journalists saw dozens of armored vehicles armed with cannon crossing 
>from South Africa into Lesotho early Wednesday to reinforce the 600 men 
sent in Tuesday.

On the streets it was soldiers from Botswana who helped Lesotho police 
trying to stop the looting and burning that had gone on through the night.


South Africa and Botswana sent troops and equipment into Lesotho Tuesday 
in response to an appeal for help from Prime Minister Pakalitha Mosisili, 
who said his government had lost control of the army.

But the operation backfired, turning a simmering conflict with five 
casualties over seven weeks into an urban war between supporters of the 
Maseru government and soldiers and political parties demanding its 
resignation.

Ten people were confirmed dead late Tuesday by South African military 
officials and hospital staff in Maseru. About 20 more believed to have 
died in fighting in the capital and at a dam-building site in the 
mountains, radio reports said.

Correspondents and television crews watching from rooftops saw no sign 
through the night of Botswanan or South African soldiers on the streets, 
giving looters a free hand to run riot through the town and burn the few 
shops still standing.

A three-kilometer (two mile) row of shops was reduced to smoldering ruins 
after being stripped bare after the battle began Tuesday. South African-
owned shops have been targeted.

Heavy gunfire and explosions were heard from the direction of the Lesotho 
Defence Force base on the outskirts of Maseru during the night as 
mutinous soldiers fought to keep the South Africans at bay.

By 7 a.m. (0500 GMT) the fighting had ceased and a convoy of some 30 
South African armored vehicles sped through the city towards the nearby 
border.

South African television reported the South African forces had won the 
battle for the base, but said at least two soldiers had been killed in 
the fighting, taking the South African losses to at least seven dead.

On Wednesday Lesotho police were seen firing automatic rifles at looters, 
while the Botswana defence force chased and arrested people seen fleeing 
with bundles of stolen goods.

A director of Maseru's hospital said three more bodies were brought in 
overnight, pushing the possible death toll in the conflict to 33.

Thick smoke covered the city while gangs of youths filtered through the 
streets avoiding patrols and stealing whatever they could lay their hands 
on.

"The situation in Lesotho has reached a high state of anarchy. The 
government of Lesotho has been reduced to a position where it is unable 
to govern," said Botswana President Festus Mogae's senior permanent 
secretary Elijah Legwaila.

As the death toll mounted, Pretoria defended its actions saying they were 
made under the auspices of the 14-nation Southern African Development 
Community (SADC).

"It was clear to us that the situation was progressively deteriorating," 
South African Safety and Security Minister Sydney Mufamadi told reporters 
in Pretoria late Tuesday.

The South African soldiers were the first to be killed on active service 
since 1994, when Nelson Mandela's election as the first black president 
ended white rule.

South African Deputy Foreign Minister Aziz Pahad said talks between the 
warring sides would take place in Lesotho soon, "possibly within days" 
but Lesotho Foreign Minister Tom Thabane poured cold water on prospects 
of an early meeting.

"If anyone is arranging talks they are very optimistic. We will find it 
very difficult to discuss peace with those people (the opposition) at the 
moment," Thabane told Reuters.

Opposition parties accuse Prime Minister Pakalitha Mosisili's Lesotho 
Congress for Democracy of rigging a May general election in which it won 
79 out of 80 seats.

Actually, Africa ran rather well for centuries with the White man in 
control. Everyone had a home and food. Now they are starving, homeless 
and killing each other and of course raping and killing the golden goose.
