                          LESSON FIVE
                         "Afrocentrism"

In lesson four, we discussed the decline in teaching history
at the high school level.  As a consequence, students arrive at 
universities with such a weak grasp of the facts of the past
that it is quite easy to convince them of just about anything.

This weeks lesson provides you with examples of one of the most
eggregious examples of politically motivated rewriting of history
at the College level - "Afrocentrism". The dividing line between
propaganda and serious inquiry has blurred.

At the conclusion of lesson 4 we asked whether it was wise for
liberals to weaken and propagandize the history curriculum. After
all, there are alternative sources that would be happy to
interpret the meaning of Western Civilization to curious
European-Americans without the intervention of liberal
integrationist professors.

As you review the readings below, you should ask whether
integration and assimilation are realistically possible when a
group becomes so alienated from the majority that it manufactures
a vision of the past regarded by the majority as fanciful.

Can this be an optimistic sign for the future?

Afrocentrists Wage War on Ancient Greeks

  Recently I heard a lecture at Wellesley College that, not so
long ago, would have seemed strangely out of place in an academic
setting.
  As if there were no question about the accuracy of his 
information, the speaker, Yosef A. A. ben-Jochannan, assured his 
young audience that Greek civilization dates from only 1000 B.C. 
(In fact, Greek speaking peoples occupied the Greek mainland for 
at least half a millennium before that.) He went on to suggest 
that Socrates was a figment of Plato's imagination. (In fact, the
great philosopher is mentioned by several other contemporary 
writers, such as the comic poet Aristophanes and the historian 
Xenophon.) As for Plato himself, Mr. ben-Jochannan claimed that 
the philosopher had studied for 11 years in Egypt. (It is very 
unlikely that he even went there.) He said that Plato learned
>from  Egyptian sages in Masonic Grand Lodges an Egyptian "mystery"
system. (In reality, there was no such system, and a literature 
about Greco-Egyptian philosophy did not come into existence until
500 years after Plato's death.)
  Then, as if to drive home the message of the treachery and 
inferiority of the ancient Greeks, he asserted that Aristotle 
sacked the Library of Alexandria and stole his philosophy from
the Egyptians. In fact. the library was not built until after 
Aristotle's death and there is no evidence that Aristotle ever 
went to Egypt, much less stole his philosophy from there.
  When a colleague and I asked Mr. ben-Jochannan to identify the 
ancient sources on which he based his assertions, he declined to 
answer. When we pointed out one or two errors of fact, he accused
us of arrogance and insolence. One student apologized to the 
speaker for our rudeness, and walked out. After the lecture other
students surrounded us, saying: "You think you know the truth,
but HE is telling the truth. What you learned is wrong."
  Despite appearances, this was no political rally, or at least
it wasn't billed as such. It was the Martin Luther King Jr.
Memorial Lecture in the Wellesley College Chapel, located on a
campus that has until now prided itself on reasoned discourse and
behavior. The speaker had been introduced by our college
president as an "eminent Egyptologist and historian."
  One could just laugh and forget about it, if occasions like
this were exceptional. But similar "facts" about the ancient
world are routinely taught to some Wellesley students, and to
other students throughout the country-at Temple, City University
of New York and Cornell, to name only a few other schools--by
professors eager to present an "Afrocentrist" perspective on the
ancient world.
  These "historians" are determined to show that Africa is the
true mother of Western civilization, and that Greek philosophy
and religion were not invented by the Greeks but rather stolen by
them from the ancient Egyptians. They depict the Egyptians, and
other ancient peoples of Africa, as victims of a conspiracy: In
their view, European historians have banded together to suppress
the truth about the derivative and fraudulent nature of European 
civilization.
  This conspiracy theory gives the promoters of the Afrocentrist 
view of history license to ignore many established facts of 
history and to report (or invent) only data that support their 
paranoid account of ancient history. If someone can teach that
the Greeks stole their philosophy from Egypt, he might as well
claim that Jews (rather than Christian Europeans, Arabs and
Africans) were primarily responsible for the 19th century slave
trade. At Wellesley, the same instructor who assigns books like
the Rev. G.G.M. James's "Stolen Legacy" in a course on ancient
Africa employs the anonymously authored, notoriously anti-Semitic
treatise "The Secret Relationship Between Blacks and Jews" in a 
course on modern U.S. history.
  Those who believe in this conspiracy have a surprisingly easy
time imposing their views in American universities today. They
are protected, of course, by the doctrine of freedom of speech.
But for many academics honoring this doctrine means never
questioning the validity of what their colleagues are teaching,
partly out of fear that some modern-day Joseph McCarthy will rise
and begin to examine what they teach in their own classrooms.
  Another reason such appalling conspiracy theories can thrive in
the academy is that most academics have now become so specialized
that they are reluctant to question what is taught outside their 
own fields. Once faculty members have tenure, they have almost 
unlimited license to teach what they please, however untenable 
their views. And hard-core Afrocentrists know they need not fear 
the intervention of university administrators. Presidents and 
deans prefer not to take sides or make judgments, particularly in
"sensitive" matters of this nature. Rather, they seem to regard 
themselves as politicians who need to keep the support of all 
their constituencies.
  It is beside the point to argue that untruths have always been 
taught at universities, and that material has always been 
presented in a biased way. Certainly it is true that as recently 
as 30 years ago religion professors could insist (with the full 
support of university trustees and administration) that only 
Protestant theologians could give a fair account of the history 
the early church.
  But there is a crucial difference between such narrow-minded 
thinking and the present attempts by certain Afrocentrists to 
denounce the ancient Greeks. The Protestant theologians, although
equally convinced of their own objectivity, were not trying to 
claim that they needed to fight against a great Jewish or
Catholic conspiracy. And they did not seek to dispute the basic
facts reported in the ancient sources, even if they were written
by pagans or Jews.
  It is clearly time for academics to come out of the closets of 
their specializations and complain, not only about biased 
interpretation but about deliberate misrepresentation and 
manipulation of facts, whether in their own subject areas or in 
someone else's. Unless they do, generations of students will come
to believe that Aristotle put his own name and titles to 
nonexistent Egyptian treatises that he stole from a library that 
had not yet been built in a country that he never visited! 
Subjects like history and philosophy will be replaced by 
indoctrination, and each of us will believe the brand of "truth" 
that best serves his or her own selfish purposes.
  Ms. Lefkowitz, a professor of classics at Wellesley College, is

They Call It 'Diversity'

  The bill is now coming due for the commitment among colleges
and universities to "diversity" and "multiculturalism." It could
have been foreseen early on, and was indeed argued by dissenters
>from  these theories, that their logic would lead to separatism
and division. Now the reality has arrived in a bitter, and
bitterly ironic, dispute at the University of North Carolina at
Chapel Hill.
  A group there, led by the Black Student Movement, has demanded
a freestanding cultural center for black students, has issued non-
negotiable demands to university administrators, and has
threatened black faculty members who questioned the strident tone
of the demands.
  Directing attention to one such faculty member (and longtime
civil rights activist), the head of the black student
organization announced at a rally that this was a revolution and
that there were black folk standing in the way of progress.
Further, speaker Michelle Thomas warned those blacks, "You better
be ready because you're next."
  Film maker Spike Lee also arrived on campus September 18 to
vent his opinion to a rally of some 5,000 students. The director,
who recently proposed that people skip school and work to attend
the opening of his new film, suggested a playing boycott by black
athletes. If black athletes got together, he said, "There
wouldn't be no Final Four, no Rose Bowl . . ." etc.
  There were also exhortations by Muslim Minister Louis
Farrakhan's representative, Khalib Muhammed. Socrates, Mr.
Muhammed announced, was a "faggot" - a comment received with
laughter and applause by many in the crowd. David Molpus, the
National Public Radio correspondent who reported on the event,
says it wasn't clear whether the crowd was applauding the attack
on homosexuals (of which this was not the only example) or the
one on Socrates. 
  Mr. Muhammed followed this cultural insight with streams of
invective directed at "blue - eyed devils" and "crackers." "We
are," he announced, "tired of a blond-haired, pale-skinned blue-
eyed buttermilk complexioned cracker Christ or peckerwood Jesus."
The NPR reporter on the scene tells us that he approached
speakers and organizers after the rally to ask them what they
thought of all this and could find no one who had any
disagreements with the comments.
  Some do, of course, but in the current campus climate they
may not speak up. One UNC student told the News and Observer
newspaper: "I understand their frustration. But now a lot of
people will be afraid to speak up and be called racist. But we're
afraid of our community being split up." 
  The school administration's early position was that the idea
of creating a student center distinctly separate from the rest of
the campus would contradict the original ideals of the civil
rights movement. It doesn't surprise us, though, that the current
generation of university students, including those rallying at
UNC for a separate center, would by now be quite confused about
the civil rights movement's unifying ideals.
  All those students who have been targeted by faculty for
inculcation in the diversity movement - blacks, Hispanics,
homosexuals, women - are taught to recognize and value their
"distinctness."  Can anyone seriously be surprised when they take
the logic of this terribly unbalanced argument into separateness?
  In a new and biting report titled "Telling the Truth" - on the
state of the campuses - the chair of the National Endowment for
the Humanities, Lynne Cheney, names some of the administrators
who have refused to be bulldozed by threats of unrest or by fear
of being smeared as one of those who stands in the way of
progress. They include the president of Wesleyan, William Chace,
who defended a professor accused of sexism and racism in some
books assigned in his course.
  President Chace noted the existence of a "sad honor roll" of
institutions that have allowed and encouraged students to declare
certain books and ideas illegitimate - and to consider as
appropriate "only that which reinforces or exalts a group:" (In
the columns nearby, Heather MacDonald describes the lengths some
famous schools are now going to on behalf of group exaltation.) 
  With a bicentennial fund-raising campaign near, North
Carolina's Chancellor, Paul Hardin, has now taken the position
that he might conceivably back such a center - if it agrees not
to be separatist. We suspect Chancellor Hardin is acutely
sensitive to the possibility that, in a catastrophic irony, this
student center would resurrect on his campus the awful and false
"separate but equal" standard of Plessy v. Ferguson. Unless a
whole lot more people start to speak up, this is where the
proponents of multicultural diversity will take us.

The Tragedy of Multiculturalism

  It is difficult, and even dangerous, to talk candidly about
"multiculturalism" these days- Such candor is bound to provoke
accusations of "insensitivity" at least, "racism" at worst. 
Even some of the sharpest criticisms of multiculturalism are
content to limit themselves to demonstrating how "illiberal" it
is, how it violates traditional ideas about the substance of
liberal education, and how it represents a deplorable deviation
in the way our young-Americans, so heterogeneous in their
origins, are to be educated to live together. This criticism is
certainly valid and welcome. But it also implicitly concedes too
much by going along with the assumption that there really is such
a thing as multiculturalism-i.e., a sincere if overzealous effort
by well-meaning educators to broaden the horizons of the
conventional curriculum. Such educators doubtless exist, but
their efforts end up being the victims of a far more aggressive
mode of multiculturalism.
  Though the educational establishment would rather die than
admit it, multiculturalism is a desperate--and surely self
defeating--strategy for coping with the educational deficiencies,
and associated social pathologies, of young blacks. Did these
black students and their problems not exist, we would hear little
of multiculturalism. There is no evidence that a substantial
number of Hispanic parents would like their children to know more
about Simon Bolivar and less about George Washington or that
Oriental parents feel that their children are being educationally
deprived because their textbooks teach them more about ancient
Greece than about ancient China.
After-School Instruction

  To the degree that there is any such sentiment in these
minority groups, it can be coped with in the traditional way-by a
few hours a week of after-school instruction for their children,
privately arranged. (At the college level, of course, instruction
in the relevant languages, literature, and history has always
been available.) But most adult Hispanics and Orientals do not
have any such concern. They are fully preoccupied with the
process of "Americanization." The "roots~ these groups seek are
right here in the U.S., not among the Aztecs or in the Ming
dynasty.
  Most Hispanics are behaving very much like the Italians of
yesteryear; most Orientals, like the Jews of yesteryear. Because
of differences in cultural background, their integration into
American society proceeds at different rates-but it does proceed.
The process is not without pain and turmoil, but it works.
Ironically, and sadly, it has not worked so well for American
blacks, among the earliest arrivals. Hence, out of desperation,
the turn to multiculturalism.
  Multiculturalism comes in varying kinds and varying degrees of
intensity. A child may come home from elementary school knowing
more about Harriet Tubman than about Abraham Lincoln. This can be
disconcerting to white parents and baffling to Hispanics or
Oriental, but presumably they can shrug it off as a transient
phenomenon. The question is: Do such trivial pursuits of worthy
but relatively obscure racial ancestors really help black
students? There is no evidence that it does. In theory. it is
supposed to elevate their sense of self esteem as individuals and
as blacks. But genuine self-esteem comes from real-life
experiences, not from the flattering attention of textbooks.
  In fact, as is well known by now, the problems of young blacks
do not arise in our schools, nor are they remediable there. They
are the product of their homes and environments-a terrible social
problem, not an educational problem. But this does not prevent
our overly ambitious educational establishment from engaging in a
pretense of offering "solutions." In addition to promoting self-
esteem among young blacks--our white students already have a
wildly inflated notion of their academic capabilities, as
researchers have demonstrated-it seeks to promote appropriate
"role models" in the school. "Role models" and "self-esteem" are
now crucial terms in the psychobabble of the educational world. 
  Actually, hiring more black male teachers is a good idea. But
it has nothing to do with the provision of role models. Just as
fathers in the home are very important as' a source of moral
authority, so black male teachers can be a useful source of
authority in the school-especially when the home has no father.
They can help make a school a more orderly and decent place. But
just as fathers play their part without a thought of being role
models, so do black male teachers play an equivalent part. 
  Role models are largely a sociological fantasy. We all, when
young, have known (or have known of) adults whom we respected and
admired-until, with time, their images fade as our interests
shift. Very few of us have gone through life gazing at role
models we have known. And, unfortunately, there is as yet little
evidence that black teachers have a significant, differential
effect on the academic achievements of black students.
  It is in its most intense and extreme form, however, that
multiculturalism is on its way to being a major educational,
social and eventually political problem. This version is
propagated on our college campuses by a coalition of nationalist-
racist blacks, radical feminists, "gays" and lesbians, and a
handful of aspiring demagogues who claim to represent various
ethnic minorities. In this coalition, it is the blacks who
provide the hard core of energy, because it is they who can
intimidate the faculty and the administration, fearful of being
branded "racist." This coalition's multiculturalism is an
ideology whose educational program is subordinated to a political
program that is, above all, anti-American and anti-Western. It is
no exaggeration to say that these campus radicals (professors as
well as students ), having given up on the "class struggle"--the
American workers all being conscientious objectors-have now moved
to an agenda of ethnic-racial conflict. The agenda, in its
educational dimension, has as its explicit purpose to induce in
the minds and sensibilities of minority students a "Third World
consciousness"-that is the very phrase they use. In practice,
this means an effort to persuade minority students to be
contemptuous of and hostile to America and Western civilization
as a whole, interpreted as an age-old system of oppression,
colonialism and exploitation. What these radicals blandly call
multiculturalism is as much a "war against the West" as Nazism
and Stalinism ever were.
  Under the guise of multiculturalism, their ideas-whose radical
substance often goes beyond the bounds of the political into
sheer fantasy-are infiltrating our educational system at all
levels. (On this page yesterday, Michael Meyers explored--and
deplored-the preaching of some of these ideas by the
"Africanists." ) Just as bad money drives out good, so the most
intense versions of an ideology tend to color and shape the less
intense. 
 
Concession After Concession

  It is now becoming ever more common within the American
educational system for increasing numbers of young blacks to
learn that what we call "Western civilization" was invented by
black Egyptians and feloniously appropriated by the Greeks, or
that black Africa was a peaceful, technologically advanced
continent before the white Europeans devastated it. Such
instruction can only inflame an already common belief among
blacks that "white America" and its government are deliberately
fostering drug addiction and diabolically tolerating the AIDS
virus in the black community. Multiculturalism, as its most
ardent proponents well understand, is a technique for
"consciousness raising" by deliberately stroking this kind of
paranoia.
  One does not wish to be apocalyptic though thoughtful and
honest teachers may be forgiven for thinking their world is
coming to an end. Most of those who tolerate or even advocate
multiculturalism in our schools and colleges have educational,
not ideological, intentions. But the force is with the
extremists, who ride roughshod over the opposition by
intimidating it with accusations of "racism." So the opposition
timidly makes concession after concession while seeking shelter
in anonymity.
  Recently, a journalist telephoned five leading professors of
Egyptology, asking them what they thought about the claim of a
black Egyptian provenance for Western civilization. They all said
it is nonsense. At the same time, they all withheld permission
for their names to be attached to this risky, "politically
incorrect" position.
  There is no doubt that today, multiculturalism is beclouding
and disorienting the minds of tens of thousands of our students--
mainly black students. It is not an educational reform. It is an
educational and an American--tragedy.

Segregation Resurrected

  On this 40th anniversary of Brown v. Board of Education it is
important to recognize that such attempts to extend American
democracy were based upon setting aside superficial differences
in the interests of individual possibility. Since then, however,
another agenda has seized the wheel of the cultural bus. I'm
referring to Afrocentrism. 
  In fact, the emergence of Afrocentrism makes explicit a
continuing crisis in the intellectual assessment of race, history
and Culture in our nation. It serves as another example of how
quickly we will submit to visions that are at odds with the
heroic imperatives of shaping a cohesive society out of its
fragmentary parts. When it comes to skin tone, we remain ever
gullible, willing to sponsor almost any idea claiming to make
fresh judgments of our society. Just as virtually anything can
sell as art, no matter its lack of facility, most ideas can make
their way onto our campuses and into our discussions of policy. 
As a movement, Afrocentrism is another clever but simple-minded
hustle that has descended from what was once called "the
professional Negro," a person whose "identity" and whose
"struggle" constituted a public commodity. James Baldwin became a
master of that form, as a writer, speaker and television guest,
but he arrived before his brand of engagement by harangue was
departmentalized. Now like most areas of specious American ideas
claiming to "get the story straight," this commodity sells as
academic pancakes, buttered by the naive indignation of students
and sweetened by gushes of pitying syrup. 
  Afrocentrism

  At its core, though, Afrocentrism has little to offer of any
intellectual substance. It benefits in spades from the decline of
faith so basic to how intellectuals have fumbled the heroic
demands of our time. The discontinuity of ideals and actions, the
blood spore that is history, and the long list of atrocities
committed in the name of God and country have convinced many
Western intellectuals that the only sensible postures are those
of the defeatist and the cynic. 
  As with the tenured Marxist, Afrocentrists will use the
contradiction to define the whole, asserting that Western
civilization is no more than the work of imperialists and racists
who quest for an order of geopolitical domination that is
inextricably connected to profit and exploitation, white over
black. Where the Marxist looks forward to a sentimental paradise
of workers uber alles, the Afrocentrist speaks of a paradise lost
and the possibility of a paradise regained--if only black people
will rediscover the essentials of their African identity. 
  For all its pretensions to expanding our vision, the
Afrocentric movement is not propelled by a desire to bring about
any significant enrichment of our American culture. What
Afrocentrists almost always want is power--the power to define.
no matter how flimsy their cases might be. 
  As with most movements built on conspiracy theories, only the
sources of argument and the "proof" provided by Afrocentrists are
acceptable; all else is either defined as willfully flawed or
brought to debate solely in the interest of maintaining a vision
of European domination throughout history and within the province
of ideas. Thus, the worst insult is that critics are
"Eurocentric." When charged with shoddy scholarship, the
Afrocentrist's retort is that his or her purportedly
revolutionary work arrives through means of research and
assessment outside "European methodology." 
  Afrocentrism, then, presents itself as ethnic liberation, a
circling of the wagons within the academy, an attempt to impale
Eurocentric authority on the dilemma of black intellectual
rebellion. At the same time, Afrocentrism is like all of the
protest versions of study that are actually extensions of soap
operas in which the stars are paid to emote the effects of
injustice. It's about achieving the respect held for traditional
disciplines while not measuring up to the standards of
traditional research. Though ever scoffing at the academy, the
Afrocentrists want all of the prestige and the benefits that come
with being there. No one should be surprised, since we live in a
time in which it is not considered hypocritical to seek
employment within a structure you claim is contemptuous. 
A central component of the Afrocentric argument is that Egypt was
black and that Greco-Roman civilization resulted from its
influence. This means that the foundation Of Western civilization
is African- It's a relatively sophisticated version of Elijah
Muhammad's Yacub myth, in which the white man is invented by a
mad black scientist determined to destroy the world through an
innately evil creature. 
  Why this obsession with race and ancient Egypt? First,
monuments. #here is no significant African architecture capable
of rivaling the grand wonders of the world, European or not.
Second, there is no written language or body of thought
comparable to that upon which Western civilization has built and
developed its morality, Politics, technology, economy and arts. 
More than a few of us yearn for pedigrees, wishing for access to
aristocracy through the accumulated majesty of a long family
line. If family won't do, then we might snatch the unwieldy crown
of race for a coronation that defines the group as innately
aristocratic.

 College students swallow Afrocentrism whole and
conclude that all of their problems result from lacking an
"African centered" worldview that would provide them with an
education Suitable to their history and to their needs in a
racist Society. 
  These are all responses to humiliation-expressions of having
taken the insults of the opposition too seriously, retreats from
engagement, dismissals of complexity, racial isolationism.
Essential to the justification for the myopic vision that emerges
is a list of real and imagined atrocities. The great tragedies of
the white South were the loss of the Civil War and the
humiliation of Reconstruction; for the black nationalist, they
were slavery, the colonial exploitation of Africa, and the
European denial of the moral superiority of African culture and
civilization, beginning with Egypt.

Tribal Views

  In essence, Afrocentrists want to live on a high-grade
reservation so they can ignore the national vision of human
rights when it conflicts with their own tribal views. By
attempting to win the souls of black college students and
influence what is taught to black children in Public schools,
Afrocentrists seek a large enough constituency to maintain what
power now exists and extend it to what Segregation once Promised-
"separate but equal". 
  Yet the central failure of Afrocentrism is that it doesn't
recognize that Afro-Americans have realized, over and over and
often against terrible odds, the truest meanings of democratic
possibility. Lincoln understood this when he told his secretary
that, given his point of social origin, Frederick Douglass was
probably the most meritorious man in the entire United States. 
The fact that the majority of black mayors have gained office
Without dependence on majority-black electorates indicates how
far we have moved beyond the political limits of both Northern
and Southern segregation- Since 1954, black Americans have risen
to the top of every sector of our society as Scientists,
educators, aviators, politicians, artists, lawyers, judges and
athletes. 
  We can never forget that our fate as Americans is, finally,
collective. We fail our mission as a democratic nation whenever
we submit to any sort of segregation that would remake the rules
and distort the truth in the interest of creating or satisfying a
constituency unwilling to assert the tragic optimism so intrinsic
to our national heritage.

  A Black man was arrested today in relation to last August's
arson fire at a Wedowbee, Alabama high school.

  The high school had been the center of controversy after it's
Principal threatened to cancel the prom if mixed-race couples
planned to attend.

  25-year-old Christopher Johnson was arrested by the FBI 
today after a federal Grand Jury indicted him for arson and
possession of an unregistered destructive device.

  Christopher Johnson is the son of a Black activist Emmet
Johnson who set up a alternate school after the initial 
controversy and is also the "commander" of a local Black
Panther Militia. The arrest of his son, he says, is a setup
which is a result of his own Black Panther activities.

   Authorities have refused to say if there are any other 
suspects in this case.

   A coalition of "human rights" agencies have
demanded that strong steps be taken in response 
to what they say is a growing poison of hate and
intolerance in Canada.

   Opening a four-day conference on organized 
hatred in Canada on Saturday, Ken Filkow, 
president of the Canadian Association of 
Statutory Human Rights Agencies said "The 
recent Oklahoma City bombing brings into sharp 
focus a horrific consequence of hatred." 

   "Agencies have no clear way of acting against 
hate, he continued and then added the standard 
line; "It's (Hate) prompted by harder economic 
times."

   The Canadian Human Rights Commission has 
the power to shut down telephone hot-lines that 
promote "hatred or discrimination against 
identifiable groups." It has exercised this power 
by shutting down telephone hot-lines over the last
few years in Toronto, Winnipeg and Vancouver. 

    Recent legislation in British Columbia and 
Saskatchewan allows provincial  "human rights" 
agencies to trample on the right of free speech 
under the auspices of preventing "hate materials" 
>from  being distributed. So far no one has been 
prosecuted under these oppressive laws.

                         "Afrocentrism"

In lesson four, we discussed the decline in teaching history
at the high school level.  As a consequence, students arrive at 
universities with such a weak grasp of the facts of the past
that it is quite easy to convince them of just about anything.

This weeks lesson provides you with examples of one of the most
eggregious examples of politically motivated rewriting of history
at the College level - "Afrocentrism". The dividing line between
propaganda and serious inquiry has blurred.

At the conclusion of lesson 4 we asked whether it was wise for
liberals to weaken and propagandize the history curriculum. After
all, there are alternative sources that would be happy to
interpret the meaning of Western Civilization to curious
European-Americans without the intervention of liberal
integrationist professors.

As you review the readings below, you should ask whether
integration and assimilation are realistically possible when a
group becomes so alienated from the majority that it manufactures
a vision of the past regarded by the majority as fanciful.

Can this be an optimistic sign for the future?

Afrocentrists Wage War on Ancient Greeks
 By MARY LEFKOWITZ

  Recently I heard a lecture at Wellesley College that, not so
long ago, would have seemed strangely out of place in an academic
setting.
  As if there were no question about the accuracy of his 
information, the speaker, Yosef A. A. ben-Jochannan, assured his 
young audience that Greek civilization dates from only 1000 B.C. 
(In fact, Greek speaking peoples occupied the Greek mainland for 
at least half a millennium before that.) He went on to suggest 
that Socrates was a figment of Plato's imagination. (In fact, the
great philosopher is mentioned by several other contemporary 
writers, such as the comic poet Aristophanes and the historian 
Xenophon.) As for Plato himself, Mr. ben-Jochannan claimed that 
the philosopher had studied for 11 years in Egypt. (It is very 
unlikely that he even went there.) He said that Plato learned
>from  Egyptian sages in Masonic Grand Lodges an Egyptian "mystery"
system. (In reality, there was no such system, and a literature 
about Greco-Egyptian philosophy did not come into existence until
500 years after Plato's death.)
  Then, as if to drive home the message of the treachery and 
inferiority of the ancient Greeks, he asserted that Aristotle 
sacked the Library of Alexandria and stole his philosophy from
the Egyptians. In fact. the library was not built until after 
Aristotle's death and there is no evidence that Aristotle ever 
went to Egypt, much less stole his philosophy from there.
  When a colleague and I asked Mr. ben-Jochannan to identify the 
ancient sources on which he based his assertions, he declined to 
answer. When we pointed out one or two errors of fact, he accused
us of arrogance and insolence. One student apologized to the 
speaker for our rudeness, and walked out. After the lecture other
students surrounded us, saying: "You think you know the truth,
but HE is telling the truth. What you learned is wrong."
  Despite appearances, this was no political rally, or at least
it wasn't billed as such. It was the Martin Luther King Jr.
Memorial Lecture in the Wellesley College Chapel, located on a
campus that has until now prided itself on reasoned discourse and
behavior. The speaker had been introduced by our college
president as an "eminent Egyptologist and historian."
  One could just laugh and forget about it, if occasions like
this were exceptional. But similar "facts" about the ancient
world are routinely taught to some Wellesley students, and to
other students throughout the country-at Temple, City University
of New York and Cornell, to name only a few other schools--by
professors eager to present an "Afrocentrist" perspective on the
ancient world.
  These "historians" are determined to show that Africa is the
true mother of Western civilization, and that Greek philosophy
and religion were not invented by the Greeks but rather stolen by
them from the ancient Egyptians. They depict the Egyptians, and
other ancient peoples of Africa, as victims of a conspiracy: In
their view, European historians have banded together to suppress
the truth about the derivative and fraudulent nature of European 
civilization.
  This conspiracy theory gives the promoters of the Afrocentrist 
view of history license to ignore many established facts of 
history and to report (or invent) only data that support their 
paranoid account of ancient history. If someone can teach that
the Greeks stole their philosophy from Egypt, he might as well
claim that Jews (rather than Christian Europeans, Arabs and
Africans) were primarily responsible for the 19th century slave
trade. At Wellesley, the same instructor who assigns books like
the Rev. G.G.M. James's "Stolen Legacy" in a course on ancient
Africa employs the anonymously authored, notoriously anti-Semitic
treatise "The Secret Relationship Between Blacks and Jews" in a 
course on modern U.S. history.
  Those who believe in this conspiracy have a surprisingly easy
time imposing their views in American universities today. They
are protected, of course, by the doctrine of freedom of speech.
But for many academics honoring this doctrine means never
questioning the validity of what their colleagues are teaching,
partly out of fear that some modern-day Joseph McCarthy will rise
and begin to examine what they teach in their own classrooms.
  Another reason such appalling conspiracy theories can thrive in
the academy is that most academics have now become so specialized
that they are reluctant to question what is taught outside their 
own fields. Once faculty members have tenure, they have almost 
unlimited license to teach what they please, however untenable 
their views. And hard-core Afrocentrists know they need not fear 
the intervention of university administrators. Presidents and 
deans prefer not to take sides or make judgments, particularly in
"sensitive" matters of this nature. Rather, they seem to regard 
themselves as politicians who need to keep the support of all 
their constituencies.
  It is beside the point to argue that untruths have always been 
taught at universities, and that material has always been 
presented in a biased way. Certainly it is true that as recently 
as 30 years ago religion professors could insist (with the full 
support of university trustees and administration) that only 
Protestant theologians could give a fair account of the history 
the early church.
  But there is a crucial difference between such narrow-minded 
thinking and the present attempts by certain Afrocentrists to 
denounce the ancient Greeks. The Protestant theologians, although
equally convinced of their own objectivity, were not trying to 
claim that they needed to fight against a great Jewish or
Catholic conspiracy. And they did not seek to dispute the basic
facts reported in the ancient sources, even if they were written
by pagans or Jews.
  It is clearly time for academics to come out of the closets of 
their specializations and complain, not only about biased 
interpretation but about deliberate misrepresentation and 
manipulation of facts, whether in their own subject areas or in 
someone else's. Unless they do, generations of students will come
to believe that Aristotle put his own name and titles to 
nonexistent Egyptian treatises that he stole from a library that 
had not yet been built in a country that he never visited! 
Subjects like history and philosophy will be replaced by 
indoctrination, and each of us will believe the brand of "truth" 
that best serves his or her own selfish purposes.
  Ms. Lefkowitz, a professor of classics at Wellesley College, is

They Call It 'Diversity'

  The bill is now coming due for the commitment among colleges
and universities to "diversity" and "multiculturalism." It could
have been foreseen early on, and was indeed argued by dissenters
>from  these theories, that their logic would lead to separatism
and division. Now the reality has arrived in a bitter, and
bitterly ironic, dispute at the University of North Carolina at
Chapel Hill.
  A group there, led by the Black Student Movement, has demanded
a freestanding cultural center for black students, has issued non-
negotiable demands to university administrators, and has
threatened black faculty members who questioned the strident tone
of the demands.
  Directing attention to one such faculty member (and longtime
civil rights activist), the head of the black student
organization announced at a rally that this was a revolution and
that there were black folk standing in the way of progress.
Further, speaker Michelle Thomas warned those blacks, "You better
be ready because you're next."
  Film maker Spike Lee also arrived on campus September 18 to
vent his opinion to a rally of some 5,000 students. The director,
who recently proposed that people skip school and work to attend
the opening of his new film, suggested a playing boycott by black
athletes. If black athletes got together, he said, "There
wouldn't be no Final Four, no Rose Bowl . . ." etc.
  There were also exhortations by Muslim Minister Louis
Farrakhan's representative, Khalib Muhammed. Socrates, Mr.
Muhammed announced, was a "faggot" - a comment received with
laughter and applause by many in the crowd. David Molpus, the
National Public Radio correspondent who reported on the event,
says it wasn't clear whether the crowd was applauding the attack
on homosexuals (of which this was not the only example) or the
one on Socrates. 
  Mr. Muhammed followed this cultural insight with streams of
invective directed at "blue - eyed devils" and "crackers." "We
are," he announced, "tired of a blond-haired, pale-skinned blue-
eyed buttermilk complexioned cracker Christ or peckerwood Jesus."
The NPR reporter on the scene tells us that he approached
speakers and organizers after the rally to ask them what they
thought of all this and could find no one who had any
disagreements with the comments.
  Some do, of course, but in the current campus climate they
may not speak up. One UNC student told the News and Observer
newspaper: "I understand their frustration. But now a lot of
people will be afraid to speak up and be called racist. But we're
afraid of our community being split up." 
  The school administration's early position was that the idea
of creating a student center distinctly separate from the rest of
the campus would contradict the original ideals of the civil
rights movement. It doesn't surprise us, though, that the current
generation of university students, including those rallying at
UNC for a separate center, would by now be quite confused about
the civil rights movement's unifying ideals.
  All those students who have been targeted by faculty for
inculcation in the diversity movement - blacks, Hispanics,
homosexuals, women - are taught to recognize and value their
"distinctness."  Can anyone seriously be surprised when they take
the logic of this terribly unbalanced argument into separateness?
  In a new and biting report titled "Telling the Truth" - on the
state of the campuses - the chair of the National Endowment for
the Humanities, Lynne Cheney, names some of the administrators
who have refused to be bulldozed by threats of unrest or by fear
of being smeared as one of those who stands in the way of
progress. They include the president of Wesleyan, William Chace,
who defended a professor accused of sexism and racism in some
books assigned in his course.
  President Chace noted the existence of a "sad honor roll" of
institutions that have allowed and encouraged students to declare
certain books and ideas illegitimate - and to consider as
appropriate "only that which reinforces or exalts a group:" (In
the columns nearby, Heather MacDonald describes the lengths some
famous schools are now going to on behalf of group exaltation.) 
  With a bicentennial fund-raising campaign near, North
Carolina's Chancellor, Paul Hardin, has now taken the position
that he might conceivably back such a center - if it agrees not
to be separatist. We suspect Chancellor Hardin is acutely
sensitive to the possibility that, in a catastrophic irony, this
student center would resurrect on his campus the awful and false
"separate but equal" standard of Plessy v. Ferguson. Unless a
whole lot more people start to speak up, this is where the
proponents of multicultural diversity will take us.

The Tragedy of Multiculturalism

  It is difficult, and even dangerous, to talk candidly about
"multiculturalism" these days- Such candor is bound to provoke
accusations of "insensitivity" at least, "racism" at worst. 
Even some of the sharpest criticisms of multiculturalism are
content to limit themselves to demonstrating how "illiberal" it
is, how it violates traditional ideas about the substance of
liberal education, and how it represents a deplorable deviation
in the way our young-Americans, so heterogeneous in their
origins, are to be educated to live together. This criticism is
certainly valid and welcome. But it also implicitly concedes too
much by going along with the assumption that there really is such
a thing as multiculturalism-i.e., a sincere if overzealous effort
by well-meaning educators to broaden the horizons of the
conventional curriculum. Such educators doubtless exist, but
their efforts end up being the victims of a far more aggressive
mode of multiculturalism.
  Though the educational establishment would rather die than
admit it, multiculturalism is a desperate--and surely self
defeating--strategy for coping with the educational deficiencies,
and associated social pathologies, of young blacks. Did these
black students and their problems not exist, we would hear little
of multiculturalism. There is no evidence that a substantial
number of Hispanic parents would like their children to know more
about Simon Bolivar and less about George Washington or that
Oriental parents feel that their children are being educationally
deprived because their textbooks teach them more about ancient
Greece than about ancient China.
After-School Instruction

  To the degree that there is any such sentiment in these
minority groups, it can be coped with in the traditional way-by a
few hours a week of after-school instruction for their children,
privately arranged. (At the college level, of course, instruction
in the relevant languages, literature, and history has always
been available.) But most adult Hispanics and Orientals do not
have any such concern. They are fully preoccupied with the
process of "Americanization." The "roots~ these groups seek are
right here in the U.S., not among the Aztecs or in the Ming
dynasty.
  Most Hispanics are behaving very much like the Italians of
yesteryear; most Orientals, like the Jews of yesteryear. Because
of differences in cultural background, their integration into
American society proceeds at different rates-but it does proceed.
The process is not without pain and turmoil, but it works.
Ironically, and sadly, it has not worked so well for American
blacks, among the earliest arrivals. Hence, out of desperation,
the turn to multiculturalism.
  Multiculturalism comes in varying kinds and varying degrees of
intensity. A child may come home from elementary school knowing
more about Harriet Tubman than about Abraham Lincoln. This can be
disconcerting to white parents and baffling to Hispanics or
Oriental, but presumably they can shrug it off as a transient
phenomenon. The question is: Do such trivial pursuits of worthy
but relatively obscure racial ancestors really help black
students? There is no evidence that it does. In theory. it is
supposed to elevate their sense of self esteem as individuals and
as blacks. But genuine self-esteem comes from real-life
experiences, not from the flattering attention of textbooks.
  In fact, as is well known by now, the problems of young blacks
do not arise in our schools, nor are they remediable there. They
are the product of their homes and environments-a terrible social
problem, not an educational problem. But this does not prevent
our overly ambitious educational establishment from engaging in a
pretense of offering "solutions." In addition to promoting self-
esteem among young blacks--our white students already have a
wildly inflated notion of their academic capabilities, as
researchers have demonstrated-it seeks to promote appropriate
"role models" in the school. "Role models" and "self-esteem" are
now crucial terms in the psychobabble of the educational world. 
  Actually, hiring more black male teachers is a good idea. But
it has nothing to do with the provision of role models. Just as
fathers in the home are very important as' a source of moral
authority, so black male teachers can be a useful source of
authority in the school-especially when the home has no father.
They can help make a school a more orderly and decent place. But
just as fathers play their part without a thought of being role
models, so do black male teachers play an equivalent part. 
  Role models are largely a sociological fantasy. We all, when
young, have known (or have known of) adults whom we respected and
admired-until, with time, their images fade as our interests
shift. Very few of us have gone through life gazing at role
models we have known. And, unfortunately, there is as yet little
evidence that black teachers have a significant, differential
effect on the academic achievements of black students.
  It is in its most intense and extreme form, however, that
multiculturalism is on its way to being a major educational,
social and eventually political problem. This version is
propagated on our college campuses by a coalition of nationalist-
racist blacks, radical feminists, "gays" and lesbians, and a
handful of aspiring demagogues who claim to represent various
ethnic minorities. In this coalition, it is the blacks who
provide the hard core of energy, because it is they who can
intimidate the faculty and the administration, fearful of being
branded "racist." This coalition's multiculturalism is an
ideology whose educational program is subordinated to a political
program that is, above all, anti-American and anti-Western. It is
no exaggeration to say that these campus radicals (professors as
well as students ), having given up on the "class struggle"--the
American workers all being conscientious objectors-have now moved
to an agenda of ethnic-racial conflict. The agenda, in its
educational dimension, has as its explicit purpose to induce in
the minds and sensibilities of minority students a "Third World
consciousness"-that is the very phrase they use. In practice,
this means an effort to persuade minority students to be
contemptuous of and hostile to America and Western civilization
as a whole, interpreted as an age-old system of oppression,
colonialism and exploitation. What these radicals blandly call
multiculturalism is as much a "war against the West" as Nazism
and Stalinism ever were.
  Under the guise of multiculturalism, their ideas-whose radical
substance often goes beyond the bounds of the political into
sheer fantasy-are infiltrating our educational system at all
levels. (On this page yesterday, Michael Meyers explored--and
deplored-the preaching of some of these ideas by the
"Africanists." ) Just as bad money drives out good, so the most
intense versions of an ideology tend to color and shape the less
intense. 
 
Concession After Concession

  It is now becoming ever more common within the American
educational system for increasing numbers of young blacks to
learn that what we call "Western civilization" was invented by
black Egyptians and feloniously appropriated by the Greeks, or
that black Africa was a peaceful, technologically advanced
continent before the white Europeans devastated it. Such
instruction can only inflame an already common belief among
blacks that "white America" and its government are deliberately
fostering drug addiction and diabolically tolerating the AIDS
virus in the black community. Multiculturalism, as its most
ardent proponents well understand, is a technique for
"consciousness raising" by deliberately stroking this kind of
paranoia.
  One does not wish to be apocalyptic though thoughtful and
honest teachers may be forgiven for thinking their world is
coming to an end. Most of those who tolerate or even advocate
multiculturalism in our schools and colleges have educational,
not ideological, intentions. But the force is with the
extremists, who ride roughshod over the opposition by
intimidating it with accusations of "racism." So the opposition
timidly makes concession after concession while seeking shelter
in anonymity.
  Recently, a journalist telephoned five leading professors of
Egyptology, asking them what they thought about the claim of a
black Egyptian provenance for Western civilization. They all said
it is nonsense. At the same time, they all withheld permission
for their names to be attached to this risky, "politically
incorrect" position.
  There is no doubt that today, multiculturalism is beclouding
and disorienting the minds of tens of thousands of our students--
mainly black students. It is not an educational reform. It is an
educational and an American--tragedy.

Segregation Resurrected

  On this 40th anniversary of Brown v. Board of Education it is
important to recognize that such attempts to extend American
democracy were based upon setting aside superficial differences
in the interests of individual possibility. Since then, however,
another agenda has seized the wheel of the cultural bus. I'm
referring to Afrocentrism. 
  In fact, the emergence of Afrocentrism makes explicit a
continuing crisis in the intellectual assessment of race, history
and Culture in our nation. It serves as another example of how
quickly we will submit to visions that are at odds with the
heroic imperatives of shaping a cohesive society out of its
fragmentary parts. When it comes to skin tone, we remain ever
gullible, willing to sponsor almost any idea claiming to make
fresh judgments of our society. Just as virtually anything can
sell as art, no matter its lack of facility, most ideas can make
their way onto our campuses and into our discussions of policy. 
As a movement, Afrocentrism is another clever but simple-minded
hustle that has descended from what was once called "the
professional Negro," a person whose "identity" and whose
"struggle" constituted a public commodity. James Baldwin became a
master of that form, as a writer, speaker and television guest,
but he arrived before his brand of engagement by harangue was
departmentalized. Now like most areas of specious American ideas
claiming to "get the story straight," this commodity sells as
academic pancakes, buttered by the naive indignation of students
and sweetened by gushes of pitying syrup. 
  Afrocentrism

  At its core, though, Afrocentrism has little to offer of any
intellectual substance. It benefits in spades from the decline of
faith so basic to how intellectuals have fumbled the heroic
demands of our time. The discontinuity of ideals and actions, the
blood spore that is history, and the long list of atrocities
committed in the name of God and country have convinced many
Western intellectuals that the only sensible postures are those
of the defeatist and the cynic. 
  As with the tenured Marxist, Afrocentrists will use the
contradiction to define the whole, asserting that Western
civilization is no more than the work of imperialists and racists
who quest for an order of geopolitical domination that is
inextricably connected to profit and exploitation, white over
black. Where the Marxist looks forward to a sentimental paradise
of workers uber alles, the Afrocentrist speaks of a paradise lost
and the possibility of a paradise regained--if only black people
will rediscover the essentials of their African identity. 
  For all its pretensions to expanding our vision, the
Afrocentric movement is not propelled by a desire to bring about
any significant enrichment of our American culture. What
Afrocentrists almost always want is power--the power to define.
no matter how flimsy their cases might be. 
  As with most movements built on conspiracy theories, only the
sources of argument and the "proof" provided by Afrocentrists are
acceptable; all else is either defined as willfully flawed or
brought to debate solely in the interest of maintaining a vision
of European domination throughout history and within the province
of ideas. Thus, the worst insult is that critics are
"Eurocentric." When charged with shoddy scholarship, the
Afrocentrist's retort is that his or her purportedly
revolutionary work arrives through means of research and
assessment outside "European methodology." 
  Afrocentrism, then, presents itself as ethnic liberation, a
circling of the wagons within the academy, an attempt to impale
Eurocentric authority on the dilemma of black intellectual
rebellion. At the same time, Afrocentrism is like all of the
protest versions of study that are actually extensions of soap
operas in which the stars are paid to emote the effects of
injustice. It's about achieving the respect held for traditional
disciplines while not measuring up to the standards of
traditional research. Though ever scoffing at the academy, the
Afrocentrists want all of the prestige and the benefits that come
with being there. No one should be surprised, since we live in a
time in which it is not considered hypocritical to seek
employment within a structure you claim is contemptuous. 
A central component of the Afrocentric argument is that Egypt was
black and that Greco-Roman civilization resulted from its
influence. This means that the foundation Of Western civilization
is African- It's a relatively sophisticated version of Elijah
Muhammad's Yacub myth, in which the white man is invented by a
mad black scientist determined to destroy the world through an
innately evil creature. 
  Why this obsession with race and ancient Egypt? First,
monuments. #here is no significant African architecture capable
of rivaling the grand wonders of the world, European or not.
Second, there is no written language or body of thought
comparable to that upon which Western civilization has built and
developed its morality, Politics, technology, economy and arts. 
More than a few of us yearn for pedigrees, wishing for access to
aristocracy through the accumulated majesty of a long family
line. If family won't do, then we might snatch the unwieldy crown
of race for a coronation that defines the group as innately
aristocratic.
 * * *
 College students swallow Afrocentrism whole and
conclude that all of their problems result from lacking an
"African centered" worldview that would provide them with an
education Suitable to their history and to their needs in a
racist Society. 
  These are all responses to humiliation-expressions of having
taken the insults of the opposition too seriously, retreats from
engagement, dismissals of complexity, racial isolationism.
Essential to the justification for the myopic vision that emerges
is a list of real and imagined atrocities. The great tragedies of
the white South were the loss of the Civil War and the
humiliation of Reconstruction; for the black nationalist, they
were slavery, the colonial exploitation of Africa, and the
European denial of the moral superiority of African culture and
civilization, beginning with Egypt. 
 * * *
Tribal Views

  In essence, Afrocentrists want to live on a high-grade
reservation so they can ignore the national vision of human
rights when it conflicts with their own tribal views. By
attempting to win the souls of black college students and
influence what is taught to black children in Public schools,
Afrocentrists seek a large enough constituency to maintain what
power now exists and extend it to what Segregation once Promised-
"separate but equal". 
  Yet the central failure of Afrocentrism is that it doesn't
recognize that Afro-Americans have realized, over and over and
often against terrible odds, the truest meanings of democratic
possibility. Lincoln understood this when he told his secretary
that, given his point of social origin, Frederick Douglass was
probably the most meritorious man in the entire United States. 
The fact that the majority of black mayors have gained office
Without dependence on majority-black electorates indicates how
far we have moved beyond the political limits of both Northern
and Southern segregation- Since 1954, black Americans have risen
to the top of every sector of our society as Scientists,
educators, aviators, politicians, artists, lawyers, judges and
athletes. 
  We can never forget that our fate as Americans is, finally,
collective. We fail our mission as a democratic nation whenever
we submit to any sort of segregation that would remake the rules
and distort the truth in the interest of creating or satisfying a
constituency unwilling to assert the tragic optimism so intrinsic
to our national heritage.

House Representative Barbara Jordan (D-TX), the nine-member commission was
jointly created by the President and Congress to study legal immigration
and provide recommendations for reform by September 1997.  Republican
pressure from Congressional immigration committees has forced the
Commission to act ahead of schedule.

        At stake is the "family reunification" program, which allows legal
immigrants and native-born citizens to bring relatives to the country.  The
program - which grants automatic citizenship to children, siblings,
cousins, and parents - currently accounts for 70% of the 800,000 legal
immigrants admitted to the U.S. every year.  Family members admitted can
then bring their extended family to America, resulting in "chain
immigration"; immigrants admitted under these policies need not meet
minimal job skill or fluency requirements.

        During the last week of May, the Commission met behind closed doors
for three days and passed a number of resolutions on family reunification
and total immigration levels.  Based on unnamed, "knowledgable sources,"
the San Fransisco Chronicle predicted that the Commission will restrict
reunification to the nuclear, rather than extended, family.  By also
halving the number of political refugees admitted from the current 135,000
per year, the Commission expects to reduce immigration by 25% over the next
five years.

        The House of Representatives has introduced legislation that would
repeal Clinton's 1994 assualt weapons and magazine ban.  The legislation is
numbered HR 1488.  This bill is only in its first stages, and does not yet
have a counterpart in the Senate.

of its profits to monitor "hate groups," has additional information on the

        Within the next few weeks, the U.S. Commission on Immigration
Reform will present its latest findings to Congress.  Headed by former
House Representative Barbara Jordan (D-TX), the nine-member commission was
jointly created by the President and Congress to study legal immigration
and provide recommendations for reform by September 1997.  Republican
pressure from Congressional immigration committees has forced the
Commission to act ahead of schedule.

        At stake is the "family reunification" program, which allows legal
immigrants and native-born citizens to bring relatives to the country.  The
program - which grants automatic citizenship to children, siblings,
cousins, and parents - currently accounts for 70% of the 800,000 legal
immigrants admitted to the U.S. every year.  Family members admitted can
then bring their extended family to America, resulting in "chain
immigration"; immigrants admitted under these policies need not meet
minimal job skill or fluency requirements.

        During the last week of May, the Commission met behind closed doors
for three days and passed a number of resolutions on family reunification
and total immigration levels.  Based on unnamed, "knowledgable sources,"
the San Fransisco Chronicle predicted that the Commission will restrict
reunification to the nuclear, rather than extended, family.  By also
halving the number of political refugees admitted from the current 135,000
per year, the Commission expects to reduce immigration by 25% over the next
five years.

There are more poor and disenfranchised whites in this country than the
combination of all other minority groups. Yet in the same lower social and
economic class you do not see the same rates of crime, violence and low
intelligence in whites. These "evil" statistics do not even occur with all
the laws and scapegoating that are perpetuated against the politically
incorrect white race.  Surely as a sociology major you must be aware of
the studies done by black sociologists which have proven that because
minorities have less social scapegoating and economic pressures, that they
thus have higher self-esteem. Every race that has come to America has been
used and abused ie. Irish, chinese, jewish etc... But these other "groups"
did not sit on welfare blamming self-esteem for their problems. Instead
these groups rose up out of poverty and created a prosperous life for 
themselves.

Weekend Race-Riots In Europe

    Racial tensions boiled over in Portugal, Britain
and France during the weekend causing fears of a 
summer upsurge in racial violence.

    In Britain two nights of violent clashes between
Pakistani and Indian youths and police erupted 
after the arrest of two non-Whites on Friday in the 
Northern English city of Bradford. A group of 
non-Whites gathered and began looting stores and 
burning cars.

    When confronted by police the non-Whites hurled
rocks and Malatov cocktails. Three police officers 
and one rioter were taken to hospital with injuries.

    In the Portuguese capital of Lisbon a group of 
roughly 50 skinheads undertook a campaign of 
attacks on Negroes in the city's central districts
early Sunday morning. 12 Negroes needed medical
attention and one was left in a coma.

    Police say a rash of arson fires in Grenoble, 
France on Saturday, which resulted in much damage 
including the destruction of 11 vehicles, were the 
result of the sentencing of three non-Whites on 
Friday for theft and assault.

    The arson attacks follow Friday's riot by 
non-Whites in the Paris suburb of Noisy-Le-Grand
which resulted from the death of a Moroccan youth
who crashed a stolen motorcycle in high-speed police 
chase.

        On June 7, Barbara Jordan's immigration commission recommended
reducing immigration levels from the current 800,000 per year to
550,000 per year, with most of the cuts coming from family
re-unification programs and the rest from admissions of political
refugees.  Her recommendations were endorsed by both the President and
Republican leaders in Congress. 

        In addition to reducing immigration levels, the commission
recommended that companies employing foreigners show that "American
workers would not be displaced or otherwise disadvantaged by immigrant
workers" and also pay a special tax, to be used to train native
workers. 

        Immigrants' rights groups were disgusted with the results. 
Matthew Finucane of the Asian Pacific American Labor Alliance stated
that "the Commission's proposal is immigrant-bashing disguised as
public policy, a xenophobic solution in search of a non-existent
problem."

    Police say a rash of arson fires in Grenoble, 
France on Saturday, which resulted in much damage 
including the destruction of 11 vehicles, were the 
result of the sentencing of three non-Whites on 
Friday for theft and assault.

    The arson attacks follow Friday's riot by 
non-Whites in the Paris suburb of Noisy-Le-Grand
which resulted from the death of a Moroccan youth
who crashed a stolen motorcycle in high-speed police 
chase.

        On June 7, Barbara Jordan's immigration commission recommended
reducing immigration levels from the current 800,000 per year to
550,000 per year, with most of the cuts coming from family
re-unification programs and the rest from admissions of political
refugees.  Her recommendations were endorsed by both the President and
Republican leaders in Congress. 

        In addition to reducing immigration levels, the commission
recommended that companies employing foreigners show that "American
workers would not be displaced or otherwise disadvantaged by immigrant
workers" and also pay a special tax, to be used to train native
workers. 

        Immigrants' rights groups were disgusted with the results. 
Matthew Finucane of the Asian Pacific American Labor Alliance stated
that "the Commission's proposal is immigrant-bashing disguised as
public policy, a xenophobic solution in search of a non-existent
problem."

U.S. Supreme Court Restricts Affirmative Action Programs


    In a 5-4 decision Monday the Supreme Court 
has ruled to sharply reduce and restrict federal 
affirmative action programs for minorities and
women. 

    Clarence Thomas, the only Negro member of 
the Supreme Court, described affirmative action
as "a racial paternalism exception to the 
(constitutional) principle of equal protection."

    A government program which set aside 
construction contracts for non-White owned
businesses was the case that Monday's decision
was based upon. The ruling will affect not just 
this program but a wide range of other affirmative 
action programs including non-White hiring 
formulas and the awarding of broadcast licenses 
to non-Whites.

    The court also ruled on another race-related
case by a 5-4 majority on Monday. The decision
stated that a federal judge exceeded his authority
in a Kansas City, Missouri, school desegregation 
case when he ordered increased steps toward 
desegregation because Negro students' test 
scores had not risen significantly after 
desegregation.

	The fight against Legal Racism is a slow battle in which we must
first overcome many bureaucratic obstacles in order to be successful. 
Replacing qualified whites with unqualified ignorant minorities in the
workforce has caused a great economic strain and profound loss of
efficiency throughout our economy in the last 3 decades. The struggle
against the third world take over will not be an easy battle, but in the
end we will prevail only if we maintain a high level of awareness of the
new liberal tactics in progress. 
	The new liberal tactics will be highly sophisticated and will
attempt to mask Affirmative Action programs behind politically correct
agendas and movements. Remember to look through the politically correct 
wording in order to see the true anti-white thrust.

                   FORMER S.F. COP FOCUS OF PROBE
             He is suspected of peddling police files to
                         South African spy

    Local and federal law enforcement authorities are investigating charges
that a former San Francisco police officer sold secret police files to a
South African intelligence agent, The Chronicle has learned.

   The South African agent operating in the United States allegedly paid
more than $ 20,000 for police information on hate groups. Some hate group
files, which were supposed to be classified, eventually wound up in the
hands of the Anti-Defamation League, according to law enforcement sources
close to the case.

   San Francisco Police Chief Anthony Ribera confirmed the probe yesterday,
saying: ''Our department is conducting a criminal investigation of Inspector
Tom Gerard, and our special investigation division is working with the
district attorney's office on this investigation.''

   The FBI is also reported to be investigating the matter.

   Leaders of the Jewish group deny any improprieties and say they are
cooperating with the investigation. They did not say how the police
information got to them. Jerrold Ladar, an attorney for the ADL, emphasized
that the ADL has no ties to South African or Israeli intelligence services.

   Law enforcement officials would not divulge the contents of the purloined
material, but suggested that it contained information on Nazi skinheads and
others considered to be violent anti-Semites.

   Gerard, a 25-year department veteran, quit the force last month and moved
to the Philippines, according to law enforcement sources.

   Sources within the Police Department say this is the first known case in
the history of the department where confidential information was allegedly
leaked or sold to a foreign agent.

   News of the case renewed concerns within the American Civil Liberties
over the police department's intelligence-gathering procedures. It "raises
questions about what else is going on," said San Francisco attorney John
Crew of the ACLU, which has been pressing the Police Department to overhaul
its intelligence gathering operations.

   ''. . . This whole area is potentially subject to enormous abuse.''

   The joint federal and local is expected to continue for at least two more
weeks, and in the meantime, neither the FBI nor the district attorney's
office will discuss it or even confirm its existence.

   Police Chief Ribera, while also declining to talk about any specifics of
the case, said he would ''aggressively seek prosecution'' of any police
officer who ''compromised state or federal law as far as disseminating
confidential information.''

   Gerard's attorney, Jim Lassart, could not be reached for comment yesterday.

   Last month, authorities obtained a warrant to search Gerard's boat in
Sausalito, along with other addresses in San Francisco and Southern
California.

   The search warrant was sealed by Superior Court Judge Lenard Louie. But
one source said that among the material seized from the boat where Gerard
lived was a computer disk containing information from San Francisco police
computer files.

   ''It's stuff that would have to have been stolen or removed illegally,''
said a police source familiar with the investigation.

   With cooperation from the ADL, district attorney investigators also
searched that organization's offices both in San Francisco and Los Angeles
on December 10.

   The search of ADL offices turned up information that had recently been
taken from a national police computer network.

   How it landed in the ADL's offices is a mystery, investigators say. But
South African and Israeli intelligence groups have long had close links.

   ADL RESPONSE

   ''The Anti-Defamation League is aware of an investigation and has made
files in San Francisco and Los Angeles available to law enforcement
officials,'' ADL Regional Director Richard Hirschhaut said yesterday in a
prepared statement.  ''ADL has been told by law enforcement officials
conducting the investigation that it is not a subject or a target of any
investigation.''

   Hirschhaut and others representing the ADL denied that the group has any
connection to Israeli intelligence, but said: ''ADL has consistently worked
with law enforcement agencies and community groups in providing information
on extremist groups and in assisting law enforcement officers with training
on such issues as anti-Semitic vandalism and hate crimes.''

   In 1991, Gerard joined other law enforcement officials on an ''ADL law
enforcement mission'' to Israel, Hirschhaut said. ''The law enforcement
missions further ADL's mandate of monitoring and exposing extremist and
anti-Semitic groups.''

   Fellow officers describe Gerard as a knowledgeable and capable
intelligence officer, but say he has been an enigma within the department
for years.

   ''He wanted to be perceived as a mysterious figure,'' said one law
enforcement source, declining to be named.

   CIA CONNECTION

   Besides his intelligence gathering duties in the Police Department,
several law enforcement sources said, Gerard did a stint with the CIA in
the late 1970s or early '80s -- although the details of his CIA connection
have always been vague.

   Police personnel records show he took a leave of absence from the Police
Department from 1980 to 1983.

   Gerard also served as the Police Department's official liaison to the FBI
in the early 1980s, and apparently continued to have access to many of its
files in his most recent job as a member of the Police Department's Gang
Task Force.

   But law enforcement sources have confirmed that an investigation was
begun several months ago with cooperation between the FBI and local district
attorney's office. It is unclear precisely how authorities became aware of
Gerard's supposed illegal dealings.

   Sources say local charges could involve theft and computer fraud.

   FEDERAL CHARGES POSSIBLE

   Gerard could also face federal charges involving his failure to register
as a foreign agent, as well as possible computer-related violations.

   But some wonder if Gerard will actually face prosecution.

   While still on the police force, Gerard moonlighted as a security guard
with Philippine Airlines.

   Since the search, he has left the country and is believed to be building
a new home for himself in the Philippines.

  We believe that immigration is good in concept (many of us are recent

      ----  Welfare use by legal immigrants.  For instance, welfare
            use by elderly legal immigrants increased by 400% in
            the last ten years.  Typically, these seniors are placed
            on welfare by their naturalized-citizen children, who
            are reneging on promises made, as a condition for
            immigration, to support their parents and keep them
            off welfare.  Even immigrant advocacy groups now concede 
            that welfare is a magnet which draws many to this country.
  
      ----  Overly liberal INS and DOL granting of work visas (H-1B and 
            employment-based green cards) to foreign nationals, typically 
            in the computer industry.  The policy was warranted during
            the 1980s, when the industry had a labor shortage, but now
            the industry has matured and a labor surplus exists.  Employer
            motivation here is a desire for cheap, compliant labor (one 
            General Dynamics subcontractor even referred to the foreign 
            nationals' status as "indentured").  Meanwhile, the talents
            of new university graduates and layed-off defense engineers
            are going to waste.
  
      ----  Adverse economic impacts of legal and illegal immigration
            on minorities, including native-born African-Americans and 
            Asian-Americans, and earlier-arriving Asian and Latino 
            immigrants.  Even the stridently pro-immigrant Urban
            Institute has now conceded that such problems do exist.
            As a result, poll after poll in the last several years
            has shown that a majority of African-, Asian- and Latino-
            Americans wish to see reductions in both legal and illegal
            immigration.
  
      ----  Adverse environmental impacts of legal and illegal 
immigration.  
            California, for instance, is projected to have severe water 
            crises within the next decade, primarily due to population 
            growth, fueled mainly by immigration.
  
      ----  Bilingual education.

Australia Rules Fear Of Sterilization Not 
Grounds For Refugee Status

   Refugee status will not be granted to people
who enter Australia trying to escape China's 
one-child policy, which includes forced 
sterilization, ruled the Australian Federal 
Court on Friday.

    The ruling upholds a government appeal
against an earlier ruling that an expecting 
Chinese couple, who entered Australia in 
December, should be treated as refugees
because they faced sterilization if they were 
returned to China.

    Australia's 95% White majority is facing
a racial threat from an ever increasing influx
of Asians who now make up 4% of the total 
population of roughly 18 million. Capitalist-
minded Australian governments have been
able to convince Whites that there is a 
financial need for a suicidal level of 
non-White immigration.

*I'm talking with Tim Mudde of the National People's Party/CP'86
*Could you introduce the CP'86 for those who are not familiar with it?

The CP'86 developed from an old party which was founded in 1980's under
the name Center Party. The word Center was in a meaning of being not
capitalist and not communist. An early form of Third Way politics in The
Netherlands. In 1984 there was a split and the more radical fraction, they
reformed under the name Center Party '86, CP'86. In the beginning of the
90's there's a large group of young people who became members of the CP'86
and than the politics became pretty much radical, more or less like the
BNP in England. Because the old fraction which was sort of kicked out of
the Center Party reformed under the name CD instead of CP we had to change
our name, and that was in November 1994. We changed our name to National
People's Party/CP'86. Our politics have become more educational, radical,
we try to break away from mainstream right-wing politics, and we now say
that we're national revolutionary. We think in the Third Position way. 

*Recently you are engaged in a trial against your propaganda, that they
take as racist. Could you tell us more about the trial?

Yes, In September '93, our houses were searched, the houses of our members
of our board, the presidium. They tried to locate weapons and all sorts of
illegal things. But since they didn't manage in that we were trailed for
our propaganda, which we used in elections in 1994, mainly for
town-councils and for parliament. Because they couldn't find anything
blatantly racist or blatantly anti-Jewish they now try to convict us on
our usual very mild form of propaganda. I think the people in the States
wouldn't understand what the fuss is all about. The only thing we say is,
that there's more black criminals than white criminals, we don't even say
that's a biological thing. We just happen to see things clearly.

*What are the consequences of the trial?

In the 2nd of May in 95 we were convicted as being a criminal
organization, with some heavy fines for the members and for the party,
also jail sentences on probation. Of course we will take this to a higher
court, because we think if we really get convicted there will be no more
nationalist opposition in The Netherlands, and probably elsewhere in Europe
because the European Union is working closely together to out-ban every
form of nationalist movement.

*Could you say more specificly what they consider illegal slogans or
propaganda?

One of our leaflets was a post against the multiracial society which we
think is not more than a waste bin were they mix cultures, where they get
out the one-world idea, the MTV, Coca Cola sort of thing. An other leaflet
read "Don't let yourself be discriminated just because you're Dutch". And
an other on which is one of our main slogans read "Our own people first".
Which is also the slogan of the fourth biggest party in Flanders and if
they ban it in The Netherlands there's a big change they'll try to ban the
Flemish Block also. Which means nearly 20% of the Flemish voters will be
convicted as criminals in some sort of way.

_ADL Releases Report On Militias_ (ANA)

According to a report released yesterday (6/17/95) by the Anti-Defamation 
Leagu(ADL), membership in "paramilitary militias" has increased since the 
Oklahoma
City bombing.  The report, which was based on surveys of local police reports
conducted by the ADL and "anecdotal information," says that there are 15,000
militia members in at least 40 states.  The ADL accuses militia groups of
stockpiling weapons and says that the militias use fax networks and the 
Interne"to promote their conspiratorial, anti-government, anti-gun 
control, and
sometimes anti-Semitic message."

_National Front Victorious_ (ANA)

The "far-right" National Front Party of France has achieved several 
victories iFrench elections today (6/19/95).  The city of Toulon, whose 
population is
170,000, has elected a member of the Front as mayor.  The southern cities of
Marignane and Orange also elected mayors from the Front.  Defense Minister
Charles Million called the victories "a genuine fracture of society."  A
coalition of anti-racism groups told civic groups in Toulon, Marignane and
Orange to moblize against the Front.  They said "The National Front must be
fought neighborhood by neighborhood, building by building, idea by idea."

Several jewish "leaders" are concerned about the lyrics on Michael
Jackson's newalbum, saying he could have made his message clearer.  In
Jackson's new song "They Don't Care About Us" he sings "jew me, sue me,
everybody do me, kick me, kike me, don't you black and white me."  Dean of
the Simon Wiesenthal Center for"Holocaust" Studies, Rabbi Marvin Hier,
said "It's the ambiguity that I'm afraidof when it reaches his 20 million
buyers around the world."  Regional director of the Anti-Defamation League
of B'nai B'rith, David A. Lehrer, wondered why Jackson singled out Jews.
He said "The words are hateful and hurtful, and hate is too serious a
subject for subtleties."  Lehrer and Hier suggested that Jackson place a
clear explanation of this song on the album and on the video. During the
television show "PrimeTime Live" Wednesday night, Jackson denied he was
racist and said the song refers to himself as the victim.  He said "I love
all races...My three best friends are Jewish -- David Geffen, Jeffrey
Katzenbergand Steven Spielberg."  In another line on the song "They Don't
Care About Us" Jackson sings "skinhead, deadhead, everybody, gone bad,
situation, aggravation, everybody, allegation...Set me free."  Rabbi Hier
said he believes Jackson because he recalls his reaction when he visited
Museum of Tolerance at the Wiesenthal Center.  Hier said "He was visibly
and emotionally shaken...So I knowenough to say that Michael Jackson is
not a bigot or anti-Semite."

Racist Yearbook Message Results In Suspension

    Five Greenwich, Conn. High School students 
were suspended Monday after school officials 
questioned them about their involvement in the 
placing of a message of racial hatred in the school 
yearbook.

    The yearbook photograph captions contained
words and letters which spelled out "Kill All 
Niggers" beneath the pictures of the five 
graduating seniors, all of them White males.

    At the end of a caption under one student's 
picture appeared the word "kill." Under a second 
was the word "ALL." The third, fourth and fifth 
captions end: "ni," "gg" "ERS." The pictures were
on various pages of the yearbook. 

   After the yearbook was released Monday the 
message was discovered when a student who was
allegedly involved in putting it there bragged to 
friends, school superintendent John Whritner 
said. 

    The suspensions may prevent them from 
graduating  next week because they will be unable 
to write their exams or attend the graduation 
ceremony.

    Police said that as part of their investigation 
they are also  "concerned about possible civil rights 
violations," Whritner said. 

    When the five students were questioned they said 
the message was just a coincidence and the words or 
letters in their captions' each stood for something of
significance to them. 

     "We do not believe their response." Said the 
school's headmistress, Eileen Petruzillo. 

     Blacks make up about 3 percent of the roughly 
2,000 students who attend Greenwich high school.
 
     "Racism is not a problem at the school ," said 
school superintendent John Whritner, "but I'm 
afraid that this act will tarnish the reputation of the 
graduating class."
 
     "Of all senior classes this one has done the most 
towards enhancing relations between the races," 
Whritner added. "They even had a diversity week 
this year." 

      He said he planned to send a letter out to all 
parents, and the school faculty would take out a 
full-page newspaper advertisement condemning the 
act.

   In the last part I detailed how U.S. immigration policy since 1965 ended
   up bringing into this country immigrants who mostly came from the Third
   World with low levels of education and skills, while excluding others.
   This phenomenon was unlikely to be a
   co-incidence.  A newspaper article published a survey recently that
   showed the vast majority of Hispanic and Asian ("Asian" does NOT mean
   just the prosperous parts of Asia.  The largest groups of Asian immigrants
   are from India, Pakistan, the Phillipines and P.R. China.) voters are
   Democratic voters.  In fact I remember one article in 1988 predicting that
   Michael Dukakis would capture Texas because of the Hispanic vote.
   It seems unlikely to be a co-incidence that only a few months into a
   Republican Congress, we see proposals to cut down drastically on
   the kind of immigration allowances that have produced the above result.
   It is admittedly politicking as usual, but in
   this case it seems to be a blessing for American society.
   American society was founded on the principle of personal responsibility.
   Yet Chinese immigrants routinely exploit the American welfare state.
   (I can only speak for the Chinese community of which I'm a part.  I 
suspect
   other immigrant communities to be much the same.  Witness the large
   numbers of Hispanic women coming here illegally to have their babies
   delivered for free -- "two birds with one stone".)
   I have witnessed so many families working a familiar scheme: one 
member of
   an extended family would gain a foothold here based on either
   employment or marriage to a U.S. citizen (the marriage could be either
   real or a sham).  Then he would wait 3-5 years to gain U.S.
   citizenship, at which time he can bring his parents here.  Once the 
parents
   arrive, they are each eligible for a few hundred dollars a month from the
   federal government, an entitlement called Social Supplement Income.  (They
   would not be eligible for Social Security, since they haven't worked
   a day in this country.)  SSI is meant for senior citizens whose Social
   Security payments are insufficient, but are granted to the new immigrants
   EVEN THOUGH THE RELATIVE SPONSORING THEIR IMMIGRATION HAS SIGNED AN
   AFFIDAVIT TO BE RESPONSIBLE FOR THE IMMIGRANTS' SUPPORT.)  Fraudulant
   applications are routinely filed that claim "financial hardship" on the
   part of the immigrants, after money is transferred between a few bank
   accounts within the family.  With some luck, the parents may even be given
   subsidized, low-cost (and very nice) elderly housing.
   Is it any co-incidence that minorities vote Democratic?
   This is not even to mention that the parents are immediately eligible 
(upon
   The original immigrant-cum-citizen is able to apply for his adult,
   married siblings to come here.  A married immigrant can of course bring
   his spouse and under-age children.  But after a few years, all the spouses
   will be able to start a whole new cycle as above.
   So here we have one immigrant (who PERHAPS will benefit American society)
   bringing in a entire sleuth of people who are likely to have no special
   desirability by this country.  The very fact that they are willing to come
   here likely means that they didn't make much of their lives back home.
   Since 1965 it was mostly this kind of immigrants who came to this ccuntry.
   U.S. absorbs 50% of the world's migration flow.  It's about time that
   the Jordan committee and Congressman Smith have come up with proposals to
   eliminate immigration for non-nuclear family members.

   I have been getting sicker and sicker of the lack of *intelectual* freedom

   think and *feel*  While I must confess my desire to immigrate has more

   Responsible immigration policy is not a matter of what immigrants 
   *want* but rather one of what a nation needs, can support and can 
   tolerate. Shifting *wants* are moot.
   Additionally, if a *tourist* or *student* changes his/her mind 
   and wants to immigrate then he/she can always depart and reapply 
   to return as an immigrant. This approach is compliant with law, 
   respect, and common sense. Rule bending and loophole-seeking 
   demonstrate disrespect toward the target nation, and should be
   regarded by that nation (any nation) as a counter-indicator of
   immigrant eligibility.

 Austin, TX--Lamar Smith, Chairman of the House subcommittee on
 Immigration and Claims introduced legislation today to reform the
 United States immigration system. In a news conference on Capitol
 Hill, Mr. Smith said that "immigrants have made tremendous
 contributions to America throughout our history and I want that
 to continue." But he added that his bill was designed to
 transform immigration policy from one that serves special
 interests to one serving national interests. "It doesn't matter
 where immigrants come from," Smith said, "What's important is
 where they're going."
 
 Mr. Smith's bill echo's many of the recommendations made two
 weeks ago by the U.S. Commission on Immigration Reform--which is
 chaired by Barbara Jordan--regarding legal immigration. 
 
 Family-Based Immigration reduced
 
 Specifically, it would reduce the number of "family
 reunification"  categories to just three: spouses and unmarried
 children under 21 of  U.S. citizens; spouses and unmarried
 children under 21 of legal permanent  residents; and parents of
 U.S. citizens. For spouses and children of U.S. citizens, there
 would be no annual limit on admissions. For the nuclear family of
 legal permanent residents there would be a limit of 85,000 a
 year; and for parents of U.S. citizens the limit would be set at
 50,000 a year.
 
 These categories would be subject to an overall cap of 330,000.
 But in addition, over the next five year period, 50,000 visas a
 year would be available to spouses and children of legal
 permanent residents to reduce the back-log in this category,
 which currently can last as long as three years.
 
 Employment-Based Immigration largely unchanged
 
 For employment-based immigrants, an annual quota of 135,000 slots
 would be available. This is 5,000 less than the current total.
 While the current mix of immigrants would remain largely
 unchanged, the 10,000 slots now available for unskilled workers
 would be done away with. 
 
 For what are labeled "humanitarian immigrants" an annual ceiling 
 of 70,000 would be set. "Humanitarian immigrants" would include
 refugees,  asylees and "other humanitarian immigrants."
 
 Steps to deal with illegal immigration
 
 Several sections of the bill deal with illegal immigrants. The
 number of border patrol agents would be increased by 5,000, the
 number of INS employer sanctions investigators would be increased
 by 350 while the  number of Labor Department investigators would
 be increased by 150. 
 
 The bill would establish an "employment eligibility confirmation
 system." Critics have labeled such a system a "national ID card"
 and have expressed concern about possible violations of privacy
 and civil liberties. Such a system was recommended last year by
 the Jordan Commission and has been endorsed by President Clinton.
 
 Public benefits denied to legal and illegal aliens
 
 The act also "specifies that illegal aliens are denied public
 benefits," according to a fact sheet issued by Mr. Smith's
 office. It would require applicants for Federal benefits to show
 documentation that they are  eligible to receive benefits.
 
 Legal aliens would be defined as "public charges" if they were to
 receive  benefits such as SSI, AFDC, Medicaid or Food Stamps for
 an aggregate of  12 months within seven years of the date of
 their admission and thus be subject to deportation. Sponsors of
 family-based immigrants would be required to "demonstrate the
 means to maintain an annual income equal to at least 200 percent
 of the poverty level." The sponsors income would be "deemed" to
 be available to the immigrant for purposes of applying for
 Federal benefits for seven years from the date of admission. 
 
 Dealing with the H-1B mess
 
 In response to employers concerns about recently released Labor
 Department regulations regarding H-1B nonimmigrant visas, Mr.
 Smith's bill would exempt employers from investigations by the
 Labor Dept. in the absence of a complaint unless more than 10
 percent of the employer's work force consisted of H-1B
 nonimmigrants. The 10 percent threshold would seem to be aimed at
 employers, commonly referred to as "body shops," that employ
 almost exclusively nonimmigrant workers. This practice has
 received a great deal of attention in the computer software
 industry with both "60 Minutes" and "48 Hours" having run stories
 about the displacement of American workers by foreign
 programmers.
 
 In addition, employers would be required to attest that "they
 have not laid off or displaced an American worker in the 6 months
 prior to filing the labor condition application for H-1B
 nonimmigrants, unless the employer pays the nonimmigrant worker
 110 percent of the wage paid to the American worker." A no
 lay-off provision was sought by Secretary of Labor Robert Reich
 as long ago as 1993 but was not acted upon in the previous
 Congress. 
 
 Reaction to Immigration Bill
 
 Reaction to the bill by Lawrence Richards, executive director of
 the Software Professionals' Political Action Committee, was
 mixed. "I am very happy to see that Mr. Smith has responded to
 our concerns about the impact of H-1B nonimmigrants on American
 software professionals,"
 he said. "The no layoffs provision makes me cautiously optimistic
 that the experiences we have had at places like AIG will not
 happen again. But I will have to examine the language in more
 detail." In November of last year, American International Group,
 or AIG, laid-off 250 MIS workers and allowed them to be replaced
 by programmers from India working in the U.S. on H-1B visas
 according to a CBS "48 Hours" story. The Indian programmers were
 employed by a contract agency named Syntel Inc., of Troy
 Michigan. In April of this year, Syntel was found by the Labor
 Department to have "willfully" violated the wage provisions of
 the H-1B visa and fined $117,000 in back wages and civil
 penalties.
 
 Mr. Richards worked at IBM in Austin when he says his management
 started using H-1B programmers from India to replace higher paid
 American workers. In response, he quit his position as a software
 consultant to work full time trying to "reform the laws that were
 causing my coworkers to lose their jobs."
 
 Richards was also cautious about the 10 percent threshold on
 nonimmigrants employers may hire as envisioned in Rep. Smith's
 bill. "It might end the practice of companies hiring exclusively
 nonimmigrant workers," he said, "but it seems a very limited
 response to a situation where a company located in the U.S. feels
 free to not hire any Americans. But again, I will need to examine
 the language more closely."
 
 While cautiously optimistic about the proposed changes to the H-
 1B law, Mr. Richards cautioned that this visa was only one of
 many temporary work visas that are subject to abuse. "There is an
 alphabet soup of visas available to foreign nationals that wish
 to work in the U.S. It is our position that if an foreigner
 wishes to work in the U.S., he should be an immigrant, not a
 guest worker. Temporary work visas 'indenture' foreigners to the
 company they are working for. This means that their wages are not
 set by the market, but by their employer." Without the freedom to
 seek work on the open market, Richards believes, foreigner "guest
 workers" are subject to exploitation at the expense of American
 workers.
 
 Skills Based Immigration "Should have been reduced"
 
 "The employment-based immigration numbers should have been
 reduced," stated Richards. "The 1990 Immigration Act increased
 the "skilled worker" category from about 23,000 a year to around
 110,000 based on an assumption that we would have a shortage of
 scientists and engineers. Instead, unemployment for engineers has
 reached record high levels." Bureau of Labor Statistics data also
 shows the number of engineering jobs declined by 135,000 between
 1990 and 1993. And Richards also noted that U.S. colleges have
 been graduating twice as many engineers as job openings being
 created through replacement. "Newsweek last December reported
 that new science Ph.D.s 'have unemployment rates like tailors at
 a nudist colony'. How can we then claim that we need more?" he
 asked. "It seems only right that since Congress was obviously
 misled about the need for engineers and scientists, it should
 reverse the policies it adopted based on that mistaken
 assumption."
 
 Richards also pointed to a 1992 Urban Institute report that found
 that of employment-based, family-based and illegal immigrants,
 the only types that were found to have a significant negative
 impact on native wages were employment-based immigrants. "Mr.
 Smith seems to feel we need to cut immigration. In that case, why
 not start with those immigrants which studies show hurt native
 wages? I would definitely support a limit of 25,000 employment
 based immigrants a year," said Richards. "This is a level that
 Rep. Bill Archer [ Chairman of the House Ways and Means
 Committee] thought was appropriate in legislation he introduced
 last year. I hope that he will try to amend Mr. Smith's bill in
 this area."

"Human Rights" Commission To Investigate Hot-Line

     The Canadian Human Rights Commission will
investigate B.C. resident Charles Scott after a 
complaint claimed he is spreading "racist and anti-
Semitic" ideas with his telephone hot-line.

      On Tuesday the Commission said that the 
Chilliwack Anti-Racism Project Society filed the 
complaint against Scott saying that his hot-line 
plays recorded "hate" messages. 

      Charles Scott is an Aryan Nations leader and
the head of the Possee Comitatus. This is not his 
first conflict with the Canadian Human Rights
Commission.

                 Big Brother Covets the Internet

     "The Internet offers intelligence agencies an amazing
     potential source for information collection and for monitoring
     the activities of their targets. They not only can plug into
     communications through the names of senders and receivers of
     e-mail, but also through keyword monitoring of messages as
     they have done for many years. If you add e-mail to their
     monitoring of telephone and other credit card transactions,
     they can get a very complete picture of a given person's
     activities.

     "On my long trips to the United States for university
     lecturing and other activities, such monitoring enables them
     to know my every flight, hotel and car rental, and local
     contacts, not to mention my complete itineraries. All this
     prior to my flight from Germany to the U.S. Add to this my
     other calls and bank transactions and you ahve almost every
     imaginable detail. It is a perfect system for spy agencies and
     getting better all the time."

     What the government giveth, the government can taketh away.
This message has been received by Internet watchers recently, as
Big Brother begins to confront the issue of online computer security.
Internet hacking is at an all-time high, the Pentagon claims, just
as big business is buying into the Internet in a big way. Something
has to give.

     "Hackers are even better than communists," says one Washington
activist who deals with civil rights and electronic privacy issues.
Several weeks later, on November 22, 1994, NBC News with Tom Brokaw
underscored his point with an alarmist segment by Robert Hager:

          A Pentagon unit is poised to combat unauthorized
     entries into some of the world's most sensitive computer
     systems. But despite all the safeguards and a computer
     security budget in the hundreds of millions of dollars,
     attempts were made to break into the Pentagon's computers
     on 254 separate occasions in the last twelve months
     alone, almost always through the Internet.... NBC News
     has learned that intrusions into the Defense Department's
     computers go unreported 98 percent of the time -- 98
     percent! -- often because no one is aware information is
     being pirated. Pentagon officials are worried the
     nation's security is being compromised.

     Only Joe McCarthy knows how Robert Hager came up with a figure
of 98 percent for undetected break-ins, and then pretended it was
worth repeating. Hager continued with his voice-over and began
talking about hackers breaking into one nameless hospital's records
and reversing the results of a dozen pap smears. Patients who may
have had ovarian cancer, Hager claimed, were told instead that they
were okay.

     If this were an isolated story, then the Newsgroup subscribers
on  who reacted to Hager's segment, by speculating
that something must be behind it, might be dismissed for weaving
yet another paranoid thread. But here I have to agree that even if
you're paranoid, they still might be after you. On this story, at
least, NBC seems to be the mouthpiece for larger forces.

     "Organized Crime Hackers Jeopardize Security of U.S." reads
the headline in "Defense News" (October 3-9, 1994). This article
reported on a conference sponsored by the Center for Strategic and
International Studies, a prestigious Washington think tank with
close connections to the intelligence community. Dain Gary from the
Computer Emergency Response Team in Pittsburgh, a hacker-buster
group funded by the Pentagon, claimed that "there are universities
in Bulgaria that teach how to create more effective viruses." Mr.
Gary did not respond to my letter requesting more information.


     The government started the Internet, and then over a period
of years it lost control. This was partly due to the unique
architecture of the Internet, which has its roots in a 1964 Rand
Corporation proposal for a post-Doomsday network. Rand's idea was
that information packets could contain their own routing
information, and would not have to rely on centralized switching.
Anarchy, it seems, is the best antidote to vulnerable
communications systems.

     Recently the government, due to a combination of tight budgets
and a trend toward deregulation, has allowed big business to take
over the main conduits, or "backbone" of the Net. Corporations
smell a huge potential cybermarket, and are investing money to get
themselves positioned on the Net. They want to be ready when it
comes time to harvest the expected profits.

     Today we have a global network with 30 million users.
No one is in control, and no one can pull the plug. If one
telecommunications company decided to shut off the segment of the
Net that they administer, other companies could simply route their
traffic around them. And if it weren't for password protection and
the "firewalls" installed by corporations to protect their local
turf from other computers, each of Internet's users would have
access to all the other computers on the Net.

     Passwords and firewalls don't always work. A hacker who
burrows in and obtains the right sort of access can watch the
passwords of other users fly by, and can capture them for later
use. In November 1994, General Electric's robust firewalls were
circumvented by hackers, according to a company spokeswoman, and
GE had to pull their computers off the Net for a week to revamp
their security procedures. In two other incidents, a group of
hackers calling itself the Internet Liberation Front managed to
break into systems. On one they posted a message warning corporate
America against turning the Internet into a "cesspool of greed."

     So Big Brother has a problem. But it's not so much a problem
of national security, except perhaps in the broad sense of economic
vulnerability. Defense and intelligence systems that are classified
are not connected to the Internet. When the Pentagon complains to
NBC about national security, what they really mean is that they
might have to forego the convenience of Internet contacts with
their contractors, and use other means instead.

     No, Big Brother in this case is not the Pentagon, it's really
big business. They're chomping at the Net's information bits, while
the computer security problem is reining them back. Until this
problem is solved, the Net cannot be used for serious commercial
transactions. Big business seems to be feeding scare stories to the
media, and the Pentagon is helping them out by raising the
time-tested bugaboo of national security -- the only surefire way
to scare Congress into repressive legislation. America leads the
world in information technology, and the Internet is potentially a
lucrative link in tomorrow's profit chain. If only those pesky
hackers would go away.

     The hackers that do exist are grist for the system's
disinformation mill, so if they didn't exist the system would
probably have to invent them. The bottom line for those whose
opinions matter is that the Internet has potential to help the rich
get richer. Hackers belong in jail, of course, but there's also the
Net surfer who's clogging bandwidth with idle chatter, or even
swapping copyrighted material with their friends. Frequently this
unprofitable silliness is subsidized by the universities. All big
business wants from these folks is consumption -- they may browse
through online catalogs and debit their credit lines, but forget
all this virtual community stuff. It's got to go.


     The way to reboot the system is to boot the little guy, and
the best way to do this has always been to let the government bash
some heads. The digital equivalent of this is the one-two punch of
the Clipper chip and the Digital Telephony Bill. Clipper is an
ongoing government effort to encourage the mass marketing of a
encryption standard that can be tapped by them. It was developed
with help from the National Security Agency (NSA), which is worried
about the emergence of encryption that can't be easily broken by
their supercomputers. The FBI's favorite is the Digital Telephony
Bill, which was passed without debate by Congress last October.
It forces telecommunications companies to modify their digital
equipment so that the government has access to wiretapping ports
when they come calling with a warrant.

     Warrants? When was the last time the intelligence community
took warrants seriously? Just in case a few of them get nervous
while breaking the law, the Foreign Intelligence Surveillance Act
of 1978 set up a secret court to issue warrants in situations
involving a foreign threat. This court has yet to turn down a
single request put before it -- even rubber stamps don't perform
this well. All it would take is a vague rumor of a Bulgarian virus
with Russian organized crime lurking close behind, and presto, a
secret warrant is issued to tap the Internet backbone so that U.S.
spooks can look for nasty digital germs. The judges aren't
competent to evaluate technical rumors, and with their track
record, no one pretends that they will call in their own experts.
Why bother, since the proceedings are secret and there's no
accountability?

     But then, who needs a warrant? According to reports, the NSA,
Britain's Government Communications Headquarters (GCHQ), and
Canada's Communications Security Establishment, all practice what
might be termed the "sister agency gambit." They do this by
stationing liaison officers in each of the other agencies. When
they want to tap their own citizens without a warrant, they just
call over the liaison officer to throw the switch. Now it's called
"intelligence from a friendly foreign agency" and it's all legal.


     Particularly with the Internet, where jurisdictional problems
involve many nations, this sort of transnational cooperation will
be the rule rather than the exception. The excuse for monitoring
the Net today might be the security problem. Tomorrow the security
problem may be solved, one way or another, and the Net will be used
for commercial transactions. Then the excuse for monitoring will be
the need to detect patterns of commerce indicative of money
laundering, much like FinCen does today.

     FinCen, the Financial Crime Enforcement Network, monitors
Currency Transaction Reports from banks, and other records from
over 35 financial databases, as well as NSA intercepts of wire
transfers into and out of the U.S. This data is shared with the DEA
(Drug Enforcement Administration), CIA, DIA (Defense Intelligence
Agency), IRS, FBI, BATF (Bureau of Alcohol, Tobacco, and Firearms),
and the Secret Service. FinCen, which began in 1990, is an attempt
to track, cross-reference, and apply artificial-intelligence
modeling to all the relevant data from government agencies. Now
they are floating a proposal for a deposit tracking system. When
the Internet begins carrying financial transactions, FinCen is sure
to be poking around behind the scenes.

     One characteristic of the Internet is that surveillance on a
massive scale is easy to accomplish. With telephone voice or fax
transmissions, the digital signal is an approximation of the analog
signal. Massive computing power, relatively speaking, is needed to
extract the content in the form of words or numbers. This is called
"speech recognition" for voice, or "optical character recognition"
for fax. Data on the Internet, on the other hand, is already in the
form that computers use directly. Moreover, each packet
conveniently includes the address of the sender and receiver.

     It's a simple matter to tap an Internet backbone and scan
every packet in real time for certain keywords. With voice and fax,
it's only practical to capture specific circuits, and then examine
them later for content. On the Internet, even encryption doesn't
solve the privacy problem, because the Net is also ideal for
message traffic analysis. A stream of encrypted messages between
two points could be detected by a computer, which then spits out a
report that's sure to attract attention. Each end of this stream
is now identified as a target, which means that other types of
surveillance are now practical. The Internet, in other words,
increases opportunities for surveillance by many orders of
magnitude, with or without encryption.

     Those who have the resources can try to befuddle the spooks
who monitor them by disguising their transactions. Shell
corporations, off-shore banks, and cash-intensive businesses will
still be popular with money launderers. Seemingly innocent
transactions will slip through the net, and for the most part only
the little guy without transnational resources will get caught.

     Which is exactly the point. The little guy on the Net is
surfing on borrowed time. There are too many pressures at work, too
many powerful interests to consider. The Net is too important to
the Suits -- if not now, then soon.


     If it were only a case of Us and Them, it would be easier to
sort it all out. But the self-styled Internet Liberation Front, and
similar types with hacker nonethics, are part of the problem as
surely as the greedy capitalists. Nor is it easy to see much hope
in the way the little guy -- the one who obeys the law -- has used
the Internet. The entire experiment has left us with 30 million
connections but very little public-sector content. Apart from the
sense of community found in Newsgroups, list servers, and e-mail,
not much is happening in cyberspace. And just how deep is this
community when the crunch comes? Not nearly as deep as the
counterculture of the 1960s, and look what happened to them.

     Rand Corporation, meanwhile, is churning out studies on
cyberwar, netwar, and information warfare. The Defense Department,
at the urging of their Advanced Research Projects Agency (which
started the Internet), recently signed a memorandum of understanding
with the Justice Department, at the urging of the FBI and the
National Institute of Justice. This memorandum anticipates a
coordinated effort on high-tech applications for "Operations Other
Than War" and "Law Enforcement." The game is on, and the high-tech
high rollers are getting it together.

     The neat graphics and sassy prose in "Wired" and "Mondo 2000"
magazines notwithstanding, the Net-surfing culture is more virtual
than real. Cyberspace cadets are no match for the real players, and
it's going to be like taking candy from a baby. Lots of squeals,
but nothing to raise any eyebrows. It's all so much spectacle
anyway. Guy Debord (1932-1994) summed it up in "Society of the
Spectacle" in 1967, when Rand was still tinkering with their
Doomsday idea:

          The technology is based on isolation, and the
     technical process isolates in turn. From the automobile
     to television, all the goods selected by the spectacular
     system are also its weapons for a constant reinforcement
     of the conditions of isolation of "lonely crowds." The
     spectacle constantly rediscovers its own assumptions more
     concretely.... In the spectacle, which is the image of
     the ruling economy, the goal is nothing, development
     everything. The spectacle aims at nothing other than
     itself.

     Then again, the Spectacle does make for excellent Internet
watching, once silly notions like "information wants to be free"
are discarded, and the drama can be enjoyed for what it is.
Basically, it's one more example of something that happens
frequently in history. The little guy thinks he has created
something new and powerful. He's so busy congratulating himself,
that when the Big Dogs begin to notice, the little guy doesn't.
In the end, it's merely another dog-bites-man nonstory that won't
be found on NBC News. This just in: "Little guy gets screwed."

_Update On Suspended Students_ (ANA)

The five White Connecticut high school students accused of secretly
inserting a racist message in their year book will not be expelled. 
However, they will be forced to spend time this summer seeing "the full
spectrum of black people -- from the homeless to the Colin Powells."  Roy
Innis, chairman of the Congress of Racial Equality, met with the lawyers
of the youths and school officials and worked out an agreement.  The
youths agreed to spend the summer meeting Blacks, Asians, Hispanics and
other minorities from all socio-economic levels. 

A similar incident took place in a New York City school -- five seniors
are accused of sending an "anti-Semitic" note to a Jewish teacher.  They
allegedly sent a note with a swastika on it to the teacher and are now
charged by the police with aggravated harassment.  The youths had been
suspended for a week and banned from their graduation ceremony.  On
Tuesday, the Chancellor of the school had changed his mind and allowed the
youths to attend their ceremony, but changed his mind back again the next
day after faculty members threatened a boycott if the youths attended the
ceremony.

        Why should a government well outside their sphere of comprehension,
impose their industrial style rules and regulations on the Internet. The
Internet was formulated in the last few decades to evolve as it is today.
This self-evolution was created out of need for many things-but it was
created by those whose need shaped the paths of the Internet.
        The modern Internet has become a dynamic place which is now under
opposition and control from values, restrictions and laws that were created
for the needs and ways of life of of the last few centuries.  This is long
before the Internet was even a scientists experiment.  How can they even
perceive what the Internet has the potential of becoming in the next few
decades.
        I understand their fear, they took their power in an industrial
era. The transition into another era is happening. This will happen
regardless of what anyone may expect.  How it is shaped in the future is
now going to be an ever-changing issue, like many others in our society.
Without an inner-voice, the Internet may evolve in ways more influenced by
external factors than internal ones.
        The Internet Users Consortium hopes to become a voice from the
Internet community. The members of the community should decide the uses and
appearances of that community. All we need is a louder voice.  Our
government, like many, fails to listen, unless its constituents have a
strong voice.  I hope this sparks your interest in taking interest in an
organized voice for the Internet.  Find out about the groups in your area,
if you do not have one-let us help you start one.

interested in the idea of an "Internet community". What purposes are you
thinking of meeting in the community you envision? I am marginally
interested in political action alone. A community, I believe, needs more
than just that, to become one.

You are correct, sir. There is much more that will inevitable evolve from
the formation of organizations designed to protect people in the Internet
Community from outsiders, such as our governments, who see it as a
reelection issue or a political favors issue. Unfortunately they cannot
allow us our freedom. The Internet Community is a diverse place with its
own standards of what is acceptable and what is not. The Internet Users
Consortium's primary concern is the open expression of our thoughts and
opinions, and to continue having this distinction from the outworld. At
this point in history, it appears that our first concern is establishing
the Internet as a distinct Community. It is no longer the research toy of a
few scholars and military scientists. They have done what they could not
have imagined-created a new form of life and a new way of community. We
must now establish ourselves as a distinct form of life-grateful for our
creation but with no desire to become another form of wasted technology for
commercial exploitation by billion dollar conglomerates.

EYGV46A, a frustrated Internet user declares, 'It is necessary that we
continue communications regarding the censorship and invasion of privacy
issues...they are taking away our rights and we sit passively too often!'

I cant speak for many International users, but this is representative of
most Americans of today. The congressmen behave like college kids going
away to school with a lump of their parents money. Do you think they will
obey the rules their parents set for them before they left? I don't.

ianh in New Zealand states that, 'New Zealand is indeed facing a similar
problem. One of our men in power seems to think that the Internet is just
like one big sex shop and wants everything censored accordingly. Obviously
the majority of net users in NZ don't want this to happen... '

It is so sad that politicians are playing their little politician games,
and we are the cannon fodder. They are using the Internet for paying back
favors and regaining the support of this or that group of votes. Note we
are no longer people, but votes. The white male vote, the black male vote,
the under 30 vote, etc...

A user who wished to remain anonymous exclaims, 'Just to put things in
perspective, I'm not an anarchist or paranoid wacko who thinks the
government is out to get us.  I'm actually an officer in the Air Force, an
air traffic controller and commercial pilot (though I don't fly much any
more) and I KNOW the government is out to get us, not due to a conscious
effort, but due to A LOSS OF TOUCH WITH REAL PEOPLE.  A perfect example is
when former President Bush thought that optical scanners in the
supermarkets were incredible!  Politicians who are involved with neither
criminals, poverty, nor guns, are making decisions for the people who are
on the front lines daily.  Ask a real street cop about gun control.

I got another one; in the election before last, a reporter asked a senator
what the price of bread was.... Faster than a speeding bullet, he changed
the subject. Your right they shouldn't pass laws on things that effect us
everyday when they don't know what we have to deal with everyday.

Adam in Guam points out how the government might proceed to censor the
newsgroups: "We are already feeling the bite of this new bill.  There are
several of us here that feel that we have the right to access the alt.sex
newsgroups and others.  We had only been receiving alt.pantyhose and now
that's gone.  Because our server is the sole provider on Guam, they have a
monopoly on I-Net here."

KEvin suggests an interesting idea that we would love to hear opinions on:
 "Perhaps what we need is a political party.  Call it the ELectronic
Freedom party, or ELF.  A vote for ELF is a vote for the little guy ;-) we
could hold our caucus on-line, and our "contract with America" could be
that we will abide by electronic democracy.  on any issue, we will have a
forum set up for people to vote.  after so many votes (say 100,000 just for
arguments sake) we (whatever people get elected) will vote that way in
whatever bodies we are elected to.  we run candidates in every district,
(we should certainly have the people to draw upon)  we run our campaigns on
the net, so that if someone puts out a mudball commercial, it can be
rebutted right then and there.  In the manner to which we have all become
accustomed.  if we can get the support of the Netizens, we should be able
to win several seats, enough to form a real voting block."

Florida Immigration Facts

Florida has nearly 1 million legal foreign-born, non-citizen residents, 
who make up 7.3  percent of the state's population, and an added 345,000 
people who are illegal immigrants.   The state is third behind New York 
and California in having the largest immigrant population, Florida says 
it costs $2.5 billion a year to provide for both legal and illegal 
immigrants. (Florida Govenor's Office)

Education
Florida's education costs for both legal and illegal immigrants in 1993 
were $517.6 million, which is up 24 percent from 1992's expenditure of 
$418.5 million.  The state spent $254  million alone on the English for 
Speakers of Other Languages (ESOL) program. ("The Unfair Burden: 
Immigration's Impact on Florida," March 1994, Florida Governor's Office).


Education for illegal aliens totaled $180.4 million in 1993.  This number 
represents another 24  percent increase in costs from the previous year 
when illegal alien education was $145.9  million.  The increase is due to 
the rise in illegal aliens arriving in Florida. (Ibid.)

Health Care and Welfare
Health and welfare services for both legal and illegal aliens cost 
Florida $39.4 million in 1993, which is up by almost $10 million from the 
$29.4 million spent in 1992.  These costs  include -Medicaid costs and 
include numbers from Florida's Agency for Health Care  Administration and 
Health and Rehabilitative Services. (Ibid.)

Welfare costs for illegal immigrants in Florida have driven the state to 
deny foster care for children of illegal aliens. (Washington Times, 
February 12, 1994)

Crime
About 4,100 of Florida's prisoners are immigrants, and 1,400 of those 
inmates are illegal  aliens. (New York-Times, April 9, 1994)

According to Florida's lawsuit against the federal government, Chiles v. 
United States, et al.,   the state says it pays $58.6 million a year to 
incarcerate criminal aliens. Over the decade:
         $52.6 million from 1988-1993 for the Mariel Reimbursement 
program
         $130.7 million from 1998-93 for other incarcerations
         $33.1 million from 1980-1993 for probation and parole
         $33.6 million from 1980-1993 for public infrastructure for 
criminal justice
(Tampa Tribune, Februrary 25, 1994)

On April 8, 1994, Florida prison officials settled a first-of-its-kind 
agreement with the Immigration and Naturalization Service to deport 500 
to 1,000 criminal aliens being held  in the state's prisons. On average, 
prisoners in Florida serve only 41 percent of their sentence   because 
the jails are so crowded.  (New York Times, April 9, 1994)

Environment
Due to the rapid population expansion in Florida from more than a decade 
of high-level immigration to the area, the Western Florida Bay is rapidly 
becoming an ecological disaster.     About 450 square  miles of the bay, 
termed the "dead zone' by local fishermen, have turned  from clear waters 
with teeming sea life to pea-green gruel.  Experts theorize that 
development has drastically' reduced the flow of fresh water across the 
Everglades' sawgrass prairie, changing water temperatures, increasing 
salinity levels
and killing off sea animals and plants.

The change in the Florida Bay also threatens the delicate coral reef off 
the Florida Keys which depends on stable and precise water conditions for 
its survival.(Ibid.)

Whether or Not you agree with this man, he was punished for having

_82-Year-Old Sentenced For "Holocaust" Denial_ (ANA)

82-year-old Otto Ernst Remer was sentenced yesterday (6/23/95) to 14
months in prison for denying the "holocaust."  Remer is a German chemist
who wrote a paper saying the gas chambers in Auschwitz were a jewish hoax. 
He was sentenced on charges of incitement and racial hatred.  Remer
reportedly paid Germar Scheerer to test bricks at Auschwitz for deadly
cyanide.  Scheerer found nothing and was later fired from his job at the
Max Planck Institute after publishing his findings.  The judge in this
case, Dietmar Mayer, called Scheerer an anti-semite who is "fanatically
committed" to denying the "holocaust."  Remer has already been charged
with racial hatred and has been living under house arrest in Spain since
1992.

_Zhirinovsky Update_ (ANA)

Vladimir Zhirinovsky has been rather vocal this past week in Moscow. 
Early in the week he was shown on national television throwing a glass of
orange juice in the face of a reformist governor.  Yesterday (6/23/95) he
stormed out of parliament with other members of his nationalist party
after officials refused to take down an Israeli flag, which was flying
above parliament in honor of Shevach Weiss, speaker of Israel's
parliament.
