Roldolfo Pacificador is ``an ordinary criminal, not a refugee,'' said a Philippine spokesman in Ottawa. The Philippine government wants Pacificador, 33, returned for trial. He claimed refugee status at Niagara Falls in 1987. He is the son of Arturo Pacificador, who headed the Philippines national security council under the Ferdinand Marcos regime. He's charged with murder and attempted murder in the assassination of former provincial governor Evelio Javier. The murder occurred in October 1986, four days after the election in which Corazon Aquino took over from Marcos. Joel Guberman, one of the Toronto lawyers representing Pacificador, said the charges are ``dramatically disputed.''
