"Not all youths with shaved heads or closely cropped hair are neo-nazis. There are many young people across the globe who call themselves Skinheads and eschew bigotry (some are actively anti-racist). They look the same as their racist counterparts - without the Nazi insignia - and follow many of the same fashions including a taste for 'oi' music, beer and violence. Indeed, both types of Skinheads have been known to attack each other. The term 'Skinhead' when used in this report refers to the neo-Nazi or racist variety, unless otherwise specified. (ADL, pg. 5) "Non-racist Skinhead bands also call their music 'oi,' a Cockney greeting which is equivalent to 'hey!' Their music is in fact quite similar to that of the racist Skins, but without the bigoted lyrics. (Ibid., p. 6) "In Chile the Skinhead and neo-Nazi worlds blur and intersect, due to the existence of: (a) a sizable Hitlerite youth movement which is not necessarily marked by musical proclivities or shaved heads, and (b) _Cabezas Rapadas_ - Skinheads - some of whom are neo-Nazis, and others ultra-nationalists given to street violence. (Ibid., 23) "[The Skinhead scene in Japan.] Its ideological make-up, however, is not clear. "One skinzine suggested that SHARP - Skinheads Against Racial Prejudice - has achieved a following in Japan. It said that SHARP bands 'attract a couple of thousand to each gig in comparision to a mere hundred to the right-wing gigs.' (Ibid., p. 52) "The Norwegian Skinhead movement is young and rather small, probably numbering some 100 to 150. Not all of them fit the neo-Nazi label. In addition to a small group of leftist SHARP (Skinheads Against Racial Prejudice) Skins, many of those calling themselves 'nationalist' or 'patriotic' Skins do not necessarily sucscribe to Nazi ideology. Some of the leading figures are, however, unabashed neo-Nazis and ideological racists." (Ibid., p. 56) Work Cited Anti-Defamation League.
