What's your evidence that Fredrick Töben was arrested for the contents of
his website in Australia? As far as I know, Mr Töben was arrested in
Mannheim, Germany, because he wanted to be arrested there.

Note that he wanted to "challenge the authorities".

And note also, that according to Töbens "travel diary", especially his
entry from Friday, 26th March 1999 (see URL above) he made up a quarrel
with a court in Berlin. Mr. Toben definitely wasn't arrested out of the
blue. Seems to me he was seeking to be a martyr for whatever reason or
goal.
